Oregon has a voluntary competitive market with more than 300 insurance companies licensed to sell workers’ compensation insurance. There are a few ways you can secure a policy, explained below.
How do I get started?
- Apply directly with a workers’ compensation insurer. Many insurers are available with a quick online search.
- Most employers get workers’ compensation coverage using an insurance agent. This could be an agent who helps you with other business insurance or it could be a referral.

What if I cannot find coverage?
If one or more insurance companies refuse to cover you, coverage is available through the Oregon Workers’ Compensation Insurance Plan. This is commonly known as the assigned risk plan.
If you are turned down for coverage:
- First, contact the insurance agent who has sold you other policies (such as auto or homeowners insurance). Most agents can apply for assigned risk coverage on your behalf.
- You may also apply directly through the National Council on Compensation Insurance (NCCI). You can call 800-622-4123 (toll-free) and select the “Assigned Risk” option. Ask NCCI to fax you an application, or you can request NCCI to take your application over the phone. Any insurance agent can help you complete the faxed application. You can also access the application online at www.ncci.com.

What is a professional employer organization (PEO)?
A PEO, also known as a worker leasing company, is another way to obtain workers’ compensation coverage.
A PEO is similar to a temporary employment agency, but instead of the agency providing the workers, you can bring your own employees to the leasing company. The PEO hires your employees and then leases them back to your business. The cost varies by company and includes payroll and an administrative fee that may include the cost of workers’ compensation coverage. For some businesses, using a PEO may reduce workers’ compensation premiums.
