The Senior Health Insurance Benefit Assistance Program
The Senior Health Insurance Benefits Assistance program (SHIBA) is a statewide network of trained volunteers who educate, assist, and serve as advocates for people with Medicare. SHIBA volunteers help people with Medicare understand their rights and options in health insurance so that they can make informed choices.

The Oregon Insurance Division of the Department of Consumer and Business Services sponsors the SHIBA program.

SHIBA is one of 54 state health insurance programs (SHIPs), which form a nationwide network to provide health-benefit education, counseling, and assistance for people with Medicare. To visit the national SHIP site, click here. The Centers for Medicare & Medicaid Services (CMS) administers Medicare, provides funding, and guides the SHIPs.
SHIBA provides people with Medicare and their caregivers with the most up-to-date information on Medicare and related insurance.  We have a staff of six state employees and a statewide network of 18 local partner organization and more than 275 certified volunteer counselors.

Volunteers provide confidential, uniform, and objective health insurance information to people with Medicare regardless of age. Click here to find out how to reach a volunteer in your area.

Medicare beneficiaries have access to a range
of information and materials through SHIBA's
toll-free line, 1-800-722-4134, or you may
