The Senior Health Insurance Benefits Assistance program (SHIBA) is a statewide network of trained volunteers who educate, assist, and serve as advocates for people with Medicare. SHIBA volunteers help people with Medicare understand their rights and options in health insurance so that they can make informed choices. The Department of Consumer and Business Services administers this free program. | SHIBA is one of the state health insurance assistance programs (SHIPs), which form a nationwide network that provides health-benefit education, counseling, and assistance for people with Medicare. The Centers for Medicare & Medicaid Services (CMS), formerly Health Care Financing Administration (HCFA) administers Medicare, provides funding, and guides the SHIPs. |  | SHIBA provides Medicare recipients with the most up-to-date information on Medicare and related insurance through trained volunteers, as well as through education and outreach.
