Health Benefit Plan Auto Re-Enrollment Guidance for
This message applies only to Major Medical Health Benefit
Plans. OID has received several inquiries about the availability of auto re-enrollment
for the 2016 Plan Year and we wanted to address this now to allow your teams
to plan accordingly.
Auto re-enrollment will be permitted both on and off
Marketplace for plans that are identical or substantially similar to the plans
they replace. This will be verified by the plan crosswalk template which will
be reviewed by OID. Key areas of this review include the cost share, benefits,
actuarial value, and network to determine if the plan is identical or substantially
similar. Instructions regarding the plan crosswalk template have been provided
to filers in a Note to Filer in your 2016 form filings.
For the 2016 Plan Year we are requiring carriers to provide a plan crosswalk
template for all plans, on or off the Marketplace. This requirement is to facilitate
OID review of modifications, discontinuances, and evaluating auto enrollment.
Please indicate your companies intent on using automatic re-enrollment in your
2016 binder filings.
