How we help

The Senior Health Insurance Benefits Assistance program (SHIBA) is a statewide network of trained volunteers who educate and advocate for people of all ages who have Medicare.

Our six state employees, plus more than 275 certified volunteer counselors, help you understand your rights and Medicare insurance choices. Our volunteers keep your information confidential. 

As part of the Oregon Insurance Division of the state Department of Consumer and Business Services, our volunteers are unbiased. The federal Centers for Medicare and Medicaid Services funds and guides our program and similar programs in other states.
