The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting consumers and workers in the State of Oregon.  The Building Codes Division, part of DCBS, adopts and enforces statewide building codes relating to the construction, reconstruction, alteration and repair of buildings and other structures and the installation of mechanical, plumbing, and electrical devices and equipment.

The successful candidate will provide consultative advice on policy issues.  This advice serves as the basis for proposed legislation, administrative rules, or other major program decisions.  This person will be the primary liaison to one or more advisory boards, to specific industries, and local government and be assisting with the uniform application of the division’s policies, procedures, administrative rules, and code adoption.
 
Additionally, this person will act as a hearings officer for public hearings; prepare reports and make recommendations to the Administrator and advisory boards; participate in the division rulemaking processes including reviewing and writing rules; and will be responsible for developing policy recommendations for the Policy and Technical Services Manager and Administration by conducting research, analyzing pertinent statutes/rules, and working with various task groups.

The successful candidate will at a minimum have:
  • a Bachelor's Degree in Business or Public Administration, Finance, Political Science; and four years professional-level evaluative, analytical, and planning work; OR 

  • possess a law degree.
DESIRED ATTRIBUTES
  • Experience performing legal research and analyzing and writing general, statistical, and technical reports. 

  • Skills in public speaking and experience conducting a variety of public forums, including meetings and contested case hearings.

  • Knowledge of administrative and legislative processes.
