The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting consumers and workers in the State of Oregon. 
 
The Senior Health Insurance Benefits Assistance (SHIBA) recruits, trains and manages a statewide volunteer counseling network to help senior citizens in: Medicare, Medicaid, Medicare Supplement, Long-Term Care Insurance, and other types of health insurance such as Medicare Advantage and Stand-a-lone Prescription Drug Plans.
 
The successful candidate will administer the SHIBA program and handle technical problems and public relations issues as they arise. Coordinate and supervise the activities of 22 local SHIBA Program Sponsoring organizations, including approximately 200-300 SHIBA program volunteers. Conduct in-depth trainings for volunteers.
  • The successful bilingual Spanish speaking candidate will earn 5% more than the salary listed on this announcement.

  • NOTE:  Employment will be contingent upon the passing of a fingerprint-based criminal background check.  Conviction of a crime will not automatically disqualify an individual from being considered for employment.
INTERESTED?  Here’s What You Need:
The successful candidate will
  • be a current employee of the State of Oregon (this includes regular status, trial service, and limited duration employees), 

  • be able to speak, read, and interpret Spanish fluently, and 

  • at a minimum have any combination of experience and education equal to five years coordinating or administering a program related to Medicare/Medicaid at the federal, state, or local level. 
College-level course work substitutes for experience on the basis of 45-quarter units (30 semester units) per year.
 
Preference may be given to candidates with National State Health Insurance Program (SHIP) experience; volunteer management experience at the state or local level; experience with applying and managing federal grants from the Centers for Medicare and Medicaid Services and/or Administration on Aging.
 
DESIRED ATTRIBUTES
  • Demonstrated experience responding to complex questions and explaining programs to the public.

  • Demonstrated ability to interpret laws, rules, and regulations.

  • Demonstrated experience developing and presenting classroom style trainings.

  • Prefer experience writing federal grant reports.
ADDITIONAL REQUIREMENTS
The successful candidate will have a valid driver’s license and a satisfactory driving record. Note: Prior to an offer of employment, DCBS may request that you provide an official driving record.
 
Requirements of a satisfactory driving record:
A driver having a satisfactory driving record is defined as a driver who has not been convicted or forfeited bail for any of the following offenses and infractions:
  • A major traffic offense in the last 24 months (Examples include reckless driving, driving under the influence of intoxicants, failing to perform the duties of a driver, criminal driving while suspended or revoked, fleeing or attempting to elude a police officer, and others),

  • A felony revocation of driving privileges, or felony or misdemeanor conviction resulting in driver license suspension within the last 24 months,

  • Three or more Class B traffic violations in the last 12 months,

  • A careless driving conviction in the last 12 months,

  • A Class A moving violation in the last 12 months (Class A is the most serious level of violation, e.g. going 30 miles over the speed limit).
SPECIAL INFORMATION
  • Requires frequent overnight statewide travel and flexible work hours. Travel may involve 3-4 days away from the office at a time to conduct trainings and attend meetings and events. 

  • "Classroom" setting for training duties requires use of laptop, projector, and Microsoft PowerPoint software.

  • Requires lifting training materials weighing up to 30 pounds.
