The Surface Water Management Section has an immediate opening for a full-time NRS5 to
serve as the agency’s water quality expert for the Clean Water Act permitting program. The major responsibility of this position is to develop policies and procedures to assure that discharges allowed by water quality permits will not cause or contribute to violations of water quality standards.
This position is located in Portland, Oregon.
AS A CONDITION OF EMPLOYMENT

TO QUALIFY
Your PD100 application will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:
· Five years experience in water quality, standards, or other relevant natural resource program at a technical or professional level performing activities such as:
- researching and analyzing data
- conducting investigations
- applying pertinent laws and regulations
- coordinating and monitoring project activities.
· At least two years of the experience must be developing and issuing Clean Water Act National Pollutant Discharge Elimination System (NPDES) permits. AND
· A Bachelor's degree in a physical or life science, or three additional years of experience related to the duties of the position.
NOTE: A Master’s degree in environmental studies or other physical or life science relevant to the duties of the position will substitute for up to one year of the required experience but may not substitute for the permitting experience.
TEST
This is the test, In order to be considered further for this position, you must provide answers to the following questions along with your application. Please answer on a separate sheet and respond to all parts of the questions.
1. Experience issuing NPDES permits is an essential skill for this position. The individual in this position will be called upon to develop and implement policies and technical procedures related to the use of data, including interpretation of standards and the determination of water quality-based effluent limits that require NPDES permitted point sources to come into compliance with water quality standards. Please describe your experience issuing Clean Water Act permits.
2. Please describe your experience and training in water quality modeling, including near (dilution/mixing zone) and far-field impacts (nutrients, dissolved oxygen, pH, etc.). Describe the water quality models you have used in your analyses.
3. Please describe any experience you have independently analyzing and evaluating data to determine whether water quality standards are being met. Has your experience included the review of biological, chemical and physical data and/or multi-media data (water, sediment, tissue) from multiple sites? Please explain.
DUTIES AND RESPONSIBILITIES include but are not limited to:

Represents DEQ before boards, commissions, legislative committees, city councils, advisory committees, etc. as the state expert on biological, chemical, and physical aspects of water quality.

Evaluates water quality-related information using mathematical modeling and statistics and graphics tools to calculate water quality-based effluent limitations, establish water quality standards, and assess water bodies for standards compliance.

Directs the work of staff, establishing state wide guidance on technical issues such as establishing and describing mixing zones in permits and evaluating toxic pollutant discharges.

Serves as the agency’s expert for technologically advanced industries (e.g. pulp and paper mills, steel mills) and state of the art municipal facilities.

Leads the agency in the implementation of newly adopted water quality rules. Writes and presents reports to the EQC, Legislature, City Councils, advisory committees and the Environmental Protection Agency.

Trains, coordinates, and directs the work of other technical staff and provides advice on the use of existing and emerging water quality modeling and statistical methodologies.

Serves as the agency’s expert for advising how to achieve integration with the sub-programs responsible for developing water quality standards and assessments and Total Maximum Daily Loads.

Represents the Department in the negotiation and settlement of issues and conflicts related to water quality permit program development and implementation.

Prepares expert testimony to be presented by the Section and Division Managers, Department Director, or Environmental Quality Commission.

Represents the Department in the negotiation and settlement of water quality issues and conflicts that may arise with private property owners or local, Federal, or tribal government planners.
WORKING CONDITIONS
Occasional travel to municipal and industrial wastewater treatment facilities, water quality limited waterbodies, and regional offices. Occasional participation in public meetings and interagency meetings sometimes held in the evenings and on weekends.
