Vision
In 15 years - by 2022 - Oregon wants to achieve an integrated continuum of community-based mental health care that focuses on mental wellness.
 
This means every Oregonian with a need for mental health services will have access to them, with services ranging from brief phone counseling on a "warm-line" to local out-patient and residential treatment programs to professional psychiatric care in a state-operated hospital.
 
In 15 years Oregon will have two modern state psychiatric hospitals with beds for up to 980 patients, with expansion capacity for 1,100 patients by 2030.  A minimum of two new 16-bed secure residential facilities will be treating patients in Eastern Oregon.  In addition to opening these state-of-the-art facilities, Oregon will have enhanced staffing and programming, and will pay wages and salaries at appropriate levels.
 
This vision of a transformed mental health system for 2022 is no mirage.  It is a realistic plan for delivering mental health services that at once are the most efficient for public budgets and the most effective for the hundreds of thousands of Oregonians and their families who are served.
