The Enhanced Worker Certification Course gives Homecare and Personal Support Workers the opportunity to learn skills needed to provide supports to individuals who qualify for enhanced level supports based on the DHS approved assessment tool for the appropriate program.
Enhanced Worker Certification Course
The Enhanced Worker Certification Course includes 25 hours of course work in addition to out of class requirements that require access to the internet.
The Enhanced Homecare or Personal Support Worker Certification is active for two years. Additional coursework is required to renew the certification.
Preparing for the Readiness Assessment
The purpose of the Readiness Assessment is to demonstrate application of the core concepts taught in the following courses. The assessment is based on application of the information and skills taught in the following courses:
- Keeping It Professional
- Preventing Disease Transmission
- Everyone Communicates!
- Nutrition Basics
- Medication Safety
- Working Together
- Durable Medical Equipment
- Helping Caregivers Fight Medicaid Fraud and Abuse
- Bathing and Grooming
- Protect Against Strains and Sprains
- Taking Responsibility in Personal Safety
To register and apply for the Enhanced Homecare or Personal Support Worker Certification Course, a worker must:
- Have an active provider number
- Pass the Enhanced Worker Readiness Assessment with a score of 80% or higher
- Sign the participant agreement
- Possess valid current CPR/First Aid Certification
- Have a “no-show” rate of not more than 20%
- Complete the Enhanced Worker Application and agree to the following:
- Have Internet Access
- Attend all classes
- Complete out of class work

New Homecare and Personal Support Worker Classifications
The 2013-2015 Collective Bargaining Agreement between the Oregon Home Care Commission (OHCC) and SEIU instructed the OHCC to convene a workgroup with the Department of Human Services (DHS), Service Employees International Union (SEIU), and representatives from the Homecare Worker (HCW) and Personal Support Worker (PSW) Training Committees to discuss certification requirements and process. The workgroup is required to issue a report to the Oregon Home Care Commission on or before May 30, 2014 to ensure approval of the certification requirements and process on or before June 30, 2014.
New Worker Classification Definitions
Enhanced Homecare Worker
An Enhanced Homecare Worker provides services to consumers who require medically driven services and supports as defined by DHS and assessed by the case manager during the assessment process.
The Enhanced Homecare Worker must be certified through a certification process or training program approved by OHCC to be eligible for the enhanced hourly or live-in wage.
Enhanced Personal Support Worker
An Enhanced Personal Support Worker provides services to consumers who require advanced medical or behavioral driven services and supports as defined by DHS and assessed per the Adult or Child Functional Needs Assessment Tool.
A Personal Support Worker receiving enhanced service payments must be certified through an OHCC approved certified process or training program prior to providing services to a consumer with enhanced service needs.
Exceptional Personal Support Worker
An Exceptional Personal Support Worker provides services to consumers who require extensive medical and/or behavioral driven services and supports, beyond the enhanced services (provided by an Enhanced PSW) as assessed per the Functional Needs Assessment Tool, also requiring staff to be awake more than twenty (20) hours in a twenty-four (24) hour period.
A Personal Support Worker receiving exceptional service payments must be certified, prior to the delivery of services, through the applicable OHCC approved certification process or training program for extensive medical services as defined by the Department of Human Services (DHS). For extensive behavioral services, the Oregon Intervention System (OIS) must certify the PSW prior to providing services.
Enhanced Homecare and Enhanced/Exceptional Personal Support Workers Rates of Pay
To receive the enhanced or exceptional rate of pay for authorized hours, a Homecare or Personal Support Worker must be hired by a consumer with enhanced or exceptional needs as defined by DHS and complete an OHCC approved certified process or training. Homecare and Personal Support Workers may work for someone with enhanced or exceptional needs at the base rate of pay.
