Strategic Funding Proposal Information - Request for comments
Thank you for helping DHS as we continue the process of prioritizing our agency's strategic funding proposals for 2013-15 and beyond. This effort is about two distinct - but related - requests for input: input into our long-term goals as an organization, and input into strategic funding proposals that will become the foundation of DHS's work in the Agency Request Budget process.
As always, your input is extremely valuable to us. And, as you likely are aware, this year, the agency request budget process will be quite different from what we have done in the past.
The focus of the entire budget process for the Executive branch will be on outcomes. Additionally, every state agency, including DHS, will be working within a constrained "budget box" to create a realistic, balanced budget. That means that each agency will be challenged to bring forward proposals targeting the highest value, highest impact investments that will get results for Oregonians. It also means that DHS won't be presenting a "needs-based" budget - that is, a comprehensive list of everything we need to do the work.
The strategic funding proposals you'll be reviewing are driven by our most important goals:

People are safe and living as independently as possible.

People are able to support themselves and their families through stable living wage employment.

Children and youth are safe, well and connected to their families, communities and cultural identities.

Choices made by seniors and people with disabilities about their own lives are honored.

Partners, clients and stakeholders are actively engaged in a variety of collaborative, meaningful ways.

Culturally specific and responsive services are provided by highly qualified and diverse staff.

Equal access, service excellence and equity for all Oregonians.
They have also been shaped by input from many of our stakeholders through advisory commissions, councils and workgroups in each program area.
