DHS high-level outcomes
One way to measure
DHS' success in helping Oregonians become independent, healthy and safe,
is through what are called high-level outcomes.
These are societal-level
measures of health or well-being that are somewhat influenced by
DHS activities.
DHS goal: People
are healthy
- Decrease the percentage
of 8th grade students who use alcohol, tobacco, or other drugs
- Decrease the percentage
of adults who abuse or depend on alcohol or other drugs
- Increase the percentage
of babies whose mothers received early prenatal care
- Decrease communicable
disease rate
- Increase the percentage
of Oregonians with access to physical health care
- Decrease the premature
death rate (years of potential life lost before age 70)
- Decrease the child
mortality rate
- Increase the percentage
of mental health consumers who are employed, engaged in school or vocational
training or constructive community activities
- Improve the health
status of racial and ethnic populations
DHS goal: People
are living as independently as possible
- Increase the percentage
of adults with disabilities who are employed
- Increase the percentage
of seniors living independently
- Decrease the percentage
of Oregonians with disabilities living in poverty
- Increase the percentage
of Oregonians with a lasting developmental, mental and/or physical disability
who could live on their own with adequate support
DHS goal: People
are safe
- Decrease the number
of children per 1,000 persons under 18 who are (or are at risk of being)
neglected or abused.
- Decrease the substantiated
rate of elder abuse
- Decrease the abuse
rate of people with disabilities
- Decrease domestic
violence
- Decrease the rate
of health and safety violations
- Increase the percentage
of Oregon counties with the capability to respond to an emergency, and
to assist communities to recover fully from the effects
- Increase the percentage
of children living in safe, nurturing families
DHS goal: People
are able to support themselves and their families
- Decrease the teen
pregnancy rate
- Increase the number
of child care slots available
- Decrease the percentage
of students dropping out of high school
- Increase percentage
of Oregon workers earning 150% or more of the poverty level for a family
of four
- Decrease the percentage
of Oregonians who are hungry
