- With the help of our DHS customers, design, develop and implement a comprehensive integrated framework for Project Management, Business Transition Management (Business Change Management, Business Process Engineering and Lean Six Sigma), Process Architecture and Business Architecture to aid in the success of projects, process and organizational improvement, and the maturing of DHS to achieve our organizational vision, mission and goals.
- Mentor and train DHS staff in the PCoE-PMO disciplines to create a positive force within DHS to achieve excellence in delivering services to our clients. Provide the PM Career Path rotation/developmental opportunities for growing project managers.
- Provide Portfolio Management of DHS IT projects, highly trained pool of project managers and project coordinators to help insure success of projects by carefully balance budget, time, and scope of the projects to deliver a quality system and support the accompanying business transition managers in meeting their deliverables on time and within budget.
- Develop internal staff consulting skills that meet or exceed the level of private consulting companies that can supply like services.
- Build a strong mutually beneficial relationship with the project managers and program staff.
- Develop a sense of teamwork and trust.
- Provide a positive and enjoyable working environment where each individual feels valued, is providing maximum contribution, has an opportunity to build new skills, has pride in their accomplishments, and feels satisfaction in a job well done.

Process Center of Excellence (PCoE) is an emerging field of knowledge and research between management and information technology encompassing Project Management (PMO), Business Change Management (BCM) and Business Process Engineering (BPE) methodologies. PCoE covers activities performed by organizations to manage and, if necessary, improve their business processes thru Business Process Architecture (BPA) and Business Transition Management (BTM). PCoE is a management model that allows the organization to manage their processes as any other assets and improve and manage them in an ever changing environment.

Business Transition Management (BTM) is an emerging methodology. The disciplines within this methodology integrate Project Management (PM), organizational change management, and Business Process Architecture (BPA) providing a process framework, protocols, and tools to support the efficient and effective management (specifically the planning, executing/leading, and sustaining) of organizational change projects. Services provided by the BTM team are available to OIS and Business Stakeholders.

The Portfolio & Project Office (PPO) currently provides processes and support in the area of Project Management for project managers in the Office of Information Services (OIS) and all of DHS. This support is based on the five standard process groups, and the nine project management knowledge areas from the Project Management Institute (PMI). When these processes are adhered to they inherently provide value and increase the likelihood that a project will produce a solution for the specified business issue within the agreed and documented time, cost, and scope constraints.
