Abuse and Neglect Screening Project

The 2007 Oregon Legislature authorized the Department of Human Services to use abuse and neglect information to screen applicants for positions as employees or volunteers with DHS, or those who provide services or care on behalf of DHS (those licensed, certified, or otherwise regulated by DHS). This is now codified as Oregon Revised Statute 409.025 and 409.075.
A DHS team has been assigned to develop the administrative rules and screening system to implement this authority. A steering committee of representatives from DHS divisions and employee unions is leading the effort.
The screening system will be implemented in two phases, first for DHS employees and volunteers, and second for community partner providers who serve DHS clients.
Stakeholders, including providers, are invited to provide input prior to full implementation.
