Adoption Category Child Placement- By Whom Petitioner's Relationship to Prospective Adoptee Home Study & Other Requirements
Step-parent Married couple Spouse's child(ren) Home study (HS) may be waived; except for the biological/legal parent, all household members over the age of 18 must submit to a criminal background check; both the parent retaining custody and the parent relinquishing custody must consent to the adoption.

Relative First degree blood relation only Maternal or paternal grandparents, aunt & uncle, brother/sister HS may be waived if child has lived continously with petitioners for 6 months since birth, or one year if child is older than 6 months; birth parents consent to the adoption; petitioners submit to a criminal background check*(PDF) (if residing in another state, clearance should come from that state); current medical/genetic history (CF 246*(PDF) and CF 246A*)(PDF)is required.

With the passage of the
Child Citizenship Act of 2000 (effective 2/27/2001), re-adoptions may no longer be necessary in some cases.

Birth parent(s)/legal guardians personally pick adoptive parents for their own children, mostly with legal assistance from attorney No relation HS required; post-placement report fee ($675), paid to DHS at the time of filing; current medical/ genetic history (CF 246*(PDF) and CF 246A*)(PDF); birth parents consent to the adoption. Interstate Compact (ICPC) may apply.
