- Safely reduce the number of children in foster care by 26%
- Increase relative foster placements by 50%
- Reduce the number of children entering care by 10%
- Increase foster care exits by 20%
- Reduce the disproportianally high representation of Native and African Americans in foster care.
- Hold the child abuse and neglect recurrence rate at or below 6.5%
