ReBAR 2007 Activities


 

Purpose of the Pilot Test Study

 

Early in 2007, the ReBAR program identified a representative sample of consumers of Group Home (DD 50), Supported Living (DD 51), and Employment and Community Inclusion (DD 54) services. The sample included 400 consumers in 11 counties who were representative of the total individuals in these Comprehensive services.

 

The Pilot Test Study was designed to:

  • Collect data regarding consumer support needs as identified by the SIS assessment tool, to be used to identify the model for an Individual Budget Amount (IBA) based upon levels of need.
  • Collect data on provider costs to be used to design and identify future rate models.

Pilot Test Study Tools

 

Three Tools were developed to gather data essential for the development of individual budget allocations or amounts and rates.

 

ReBAR staff and consultants provided a significant level of initial training, support and technical assistance to ensure understanding of the tools and submission of data during the Pilot Test period.

  • The Supports Intensity Scale (SIS) and some additional questions was administered to a pilot sample of 400 consumers receiving comprehensive waiver services.
  • A Provider Cost Survey (PCS) was completed by 76 agencies serving pilot participants.
  • The Individual Service Survey (ISS) provided a three week time study of the actual supports provided to pilot participants.

 

Supports Intensity Scale (SIS) (Becomes the ReBAR Assessment in 2008)

The ReBAR Program contracted with AAIDD to provide trained SIS Assessment staff to conduct 400 assessments in the period from June through August 2007. 401 assessments were completed.

Individual Services Survey (ISS)
A 3 week time study reviewing all services and supports actually provided to the 4OO consumers in the sample was requested.
