Job Rotational Opportunity
 
This position is with Administrative Services, which is part of the Department of Human Services.
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for this position.  The duration of this rotational assignment will be up to 12 months.  The assignment will be in the Background Check Unit in Salem.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services and have:
 
Five years of experience in lead work, supervision, staff-technical or professional-level work.
 
This experience must have included participation in the management of a program, section, or unit including one or more of the following areas:
 
Development of program rules and policies;
Development of long- and short-range goals and plans;
Program evaluation; or 
Preparing a budget.
 
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management such as Business or Public Administration or a closely related field may be substituted for up to three years of the required experience.
 
Note:  Must be able to be certified by the Oregon State Police to access the Law Enforcement Data System.
 
DUTIES AND RESPONSIBILITIES
 
The purpose of this position is to provide supervision for the staff assigned to the unit. Staff review criminal records and do fitness determinations for employment of staff and providers and the placement of volunteers, for foster parents, adoptive parents and child care providers.  The Operations Manager assigns and reviews work and assists in writing and implementing administrative rules and policies.
 
DURATION OF ASSIGNMENT
 
This rotation will run for up to 12 months

The person in this position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
Requires working with all clusters of the department, a variety of conflicting viewpoints and multiple policies and practices.
 
May require overnight travel.  You must have a valid driver's license and an acceptable driving record.   If not, you must be able to provide an alternate method of transportation.
