$6,565 - $9,668 MONTHLY


 
The Oregon Department of Human Services (DHS)/Children, Adults and Families is seeking candidates with exceptional qualifications to be considered for the Administrator for the Office of Safety and Permanency for Children/Principal Executive Manager G.  The chosen candidate will provide leadership in the development and implementation of policies and program improvements to support the service delivery of safety and permanency services for children and families. This executive service position is located in Salem, Oregon and is not represented by a union.

  • Help low-income people on the road to self-sufficiency with health coverage, preparation for employment, childcare assistance, and other supports.

DHS employs over 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
 
SCOPE OF POSITION
 
The Administrator for the Office of Safety and Permanency for Children manages a continuum of safety, family-based and out-of-home care services, including child protective services, foster care, Independent Living, residential treatment, adoptive placements and post adoptive services.  The major duties include:
  • Directs the managers for the Office of Safety & Permanency for Children including setting priorities and assuring that state and federal laws are carried out through the development and implementation of administrative rules, policies and guidelines.
  • Monitors the Office of Safety & Permanency for Children budget of approximately $22 million and the Purchase of Care budget of approximately $315 million.
  • Develops and implements new child welfare safety and permanency initiatives including grant initiatives.
  • Provide leadership in child welfare safety and permanency issues in Oregon.
  • Develops legislation related to child welfare safety and permanency including providing legislative testimony and working with legislators.
  • Assures public awareness of child welfare safety and permanency issues.
  • Promotes an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
  • Contributes to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
  • Models the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
 
REQUIREMENTS
 
Four years of progressive management experience related to a human services program which included responsibility for each of the following:  Development of program rules and policies; development of long-and short-range goals and plans; program evaluation and budget preparation/management.
Graduate-level courses in management may be substituted for one year of the required experience.
 
NOTE: Preference may be given to applicants with graduate-level education in public administration or a related field of study.

WORKING CONDITIONS
 
This position works a professional workweek and frequently has meetings outside of regular working hours. This position travels to other parts of the State and occasional out-of-state travel may be required.
