These employment opportunities are with Oregon Health Plan (OHP) and Children, Adults and Families (CAF), which is part of the Department of Human Services (DHS). There are continuous openings in various locations through out the State. There are full-time, part-time and temporary positions. These positions are represented by a union.
This recruitment will be used to establish a list of qualified people and will be used to fill vacancies as they occur. Upon review and determination that you meet the minimum qualifications, your name will be place on the list of qualified applicants (QLF) that will then be used to select applicants for job interviews. Individuals invited to interview will be randomly selected from the list of qualified applicants.
Furlough
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS
Two years of experience either interviewing to obtain personal/technical information, or substantial people contact. This experience must have involved a high volume of paper
work (e.g., assuring information on forms is complete and accurate, completing necessary documents, etc.).
One year of the experience must include one of the following:
Employment planning and/or placement activities;
Assessing the needs, strengths, skills, etc., of clients/patients/customers;
Assessing multiple community services to assist clients/patients/customers;
Problem solving activities including action planning, identifying resources, goals and timelines to resolve issues, etc;
Composing and preparing technical written documents, such as letters or memos, to explain rules, policies, benefits, etc.; or gathering and analyzing data and preparing narrative reports for documentation purposes.
SPECIAL NOTE: College courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).

DUTIES AND RESPONSIBILITIES
OREGON HEALTH PLAN ELIGIBLITY WORKER
The OHP Eligibility Worker/Federal Revenue Specialist assesses the needs of applicants/recipients, determines eligibility and issues benefits for OHP programs. Duties are performed as a member of multiple teams, and incumbents are expected to participate positively as a member of each team.
Major duties:
Determine eligibility by reviewing initial applications, clarifying items left incomplete or misunderstood by applicants; verifying and supplementing application and documentation submitted;
Explain rules, regulations, procedures or responsibilities to applicants; and respond in writing with the eligibility decision including any reasons for ineligibility. Includes completing case narratives and all documents necessary to issue benefits or close the case;
Maintain and update narrative and computer files, computes benefit amounts, makes case file changes;
Respond to telephone inquiries regarding OHP and other related medical benefit programs. Includes responding to client complaints and making appropriate referrals;
Communicate daily by telephone, in writing, or in person with clients and field staff.
FEDERAL REVENUE SPECIALIST
The Federal Revenue Specialist gathers documents and reviews information necessary to establish and maintain Title XIX eligibility.
Major duties:
Establishing Title XIX eligibility status for all clients within 10 working days of initiation of Child Welfare substitute care services by accurate and timely completion of the Title XIX eligibility form;
Maintaining accurate Title XIX determination by reestablishing eligibility within 10 working days of any change in client eligibility status;
Obtaining various vital statistic records;
Applying for and obtaining social security numbers and;
Assisting workers to complete documentation tasks.
WORKING CONDITIONS
Working a flexible work schedule as a condition of employment. This is understood to mean that the hours of work may vary from day to day and include evenings and weekends. Work schedule specifics will be determined by the hiring supervisor.
These positions work with the pressure of short deadlines.
You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an acceptable alternate method of transportation.
