Furlough
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
MINIMUM QUALIFICATIONS
Two years of experience determining eligibility for a service/program by interviewing to assess the needs of clients, and interpreting and applying the policies, rules, and guidelines that are applicable to the client’s situation.
NOTE: Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).
Experience determining eligibility for a service/program related to human services is desired.

DUTIES AND RESPONSIBILITIES
The Human Services Specialist 3 may perform the following duties:
Assessing the needs of applicants/recipients, determines eligibility and issues benefits for the Food Stamp program, Oregon Health Plan (OHP), programs for adult clients;
Assessing the needs of Seniors and People with Disabilities, providing Food Stamps, payment for medical services and medicines, and health services via the Oregon Health Plan;
May be responsible for carrying an adult or non-assistance Food Stamp caseload;
Facilitating the progress of participants in the agency's JOBS program toward achieving long-term self sufficiency, determining eligibility, managing a caseload for clients receiving Temporary Assistance for Needy Families (TANF) and related programs. Duties assigned depend on the focus of the Human Resource Specialist 3 position (i.e., Case Manager, TANF or generic eligibility worker, intake workers, adult worker, Food Stamp worker, etc.).
Provide choice counseling to Medicare recipients regarding Medicare Part D coverage and options;
Interview applicants to determine current situation, current income resources and other information necessary to determine the eligibility of the client. Developing and maintaining expertise in eligibility requirements, referral processes and services of State and Federal agencies and organizations in the community; make referrals and serve as an advocate for benefits and services;
Providing liaison and advocacy between participants and service providers; conduct intake interviews with applicants for public assistance;
Conducting home visits and act upon available information;
Preparing and maintaining current written narrative documentation of the activities concerning individual cases;
Responding to correspondence, phone calls, office visits, and requests for information regarding the applicable program
WORKING CONDITIONS
Frequent exposure to hostile, confused, or disoriented clients as well as communicable diseases.
Travel may be required. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
Employees in these positions may be required to work a flexible work schedule as a condition of employment. This is understood to mean that the hours of work may vary from day to day and include evenings and weekends. Work schedule specifics will be determined by the hiring supervisor.
