This employment opportunity is with Addictions and Mental Health, Oregon State Hospital, which is part of the Department of Human Services (DHS).   There is one full-time position in the Pharmacy located in Salem.  

This position is Management Service and is not represented by a union.

This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as needed.


INTRODUCTION

The Oregon State Hospital (OSH) provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state.  Inpatient services are currently licensed at 700 hospital beds on 19 treatment units and 70 residential beds on 2 treatment units.  OSH also offers community outreach services, specialized evaluations, and has a consumer support office.
 
QUALIFICATIONS

A current Pharmacist’s license issued by the Oregon State Board of Pharmacy;

DUTIES AND RESPONSIBILITIES

The Pharmacy Manager oversees the Pharmacy Department’s campus, and directly supervises the pharmacy technicians and in the absence of the Pharmacy Manager 2 assumes responsibility of this role.  All work performed by the pharmacy technicians must be reviewed and approved by the pharmacist before the medication is dispensed to the patient care area.  It is the responsibility of the pharmacist to provide these and other essential services in accordance with applicable Federal and State laws and accreditation standards.  Major duties include:
  • Provides professional supervision of pharmacy technicians and pharmacy interns; plans, assigns and reviews work, evaluates employee performance, prepares performance appraisals, assesses training needs; resolves personnel problems, complaints, counsels employees in work related activities.  Directs, monitors and checks all prepacking, transcribing, and filling of medication orders and purchasing and inventory functions performed by the above personnel.
  • Performs various dispensing functions such as filling new inpatient physician’s orders, preparation of pass/discharge prescriptions, compounding of special topical products, and aseptic compounding of parenteral drugs.  Checks medication storage areas periodically as assigned to remove medications from the dispensing areas before they reach expiration date.
  • Performs clinical functions including but not limited to:  review of patient medical records to monitor psychotropic drug use; prepare information to assist the Pharmacy & Therapeutics Committee in the drug product selection process; respond to requests for consultation from the medical staff, nursing staff, pharmacy staff, and other health professionals; provide in-service training on medication related topics; screening physician orders against existing patient profile for potential allergies, drug interactions, or other problems in the medication regimen; provide information to patients regarding medications and the proper use of medications; clozapine management system – including enrollment facilitation, weekly WBC monitoring, reporting to Clozaril National Registry, alerting physicians to falling WBC counts, assisting with coordination of continuity of care for patients coming or leaving the hospital on clozapine.
  • Provides leadership for staffing professional development, quality service and good working relationships with hospital staff and patients.   Directs Pharmacy personnel, assigns specific tasks and delegates special projects, reviews work and assures completion.  Evaluates performance of Pharmacy staff.  Approves employee leave requests and provides for adequate coverage.  Fills vacancies through recruitment, interviewing, and hiring in concert with hospital policies.  Provides complete orientation and competency verifications for all staff supervised.  Addresses performance issues using coaching, counseling, and disciplinary process (with assistance from the Office of Human Resources), if indicated.
  • Enters and reviews prescription information for the purpose of billing Prescription Drug Plans for eligible patients for Medicare Part-D.

WORKING CONDITIONS


The incumbent in this position work a professional workweek and the incumbent’s flexibility to work this schedule is a condition of employment.  Occasionally required to respond to call back requests after hours, on weekends and holidays. 
May be required to work hours subject to change with little notice.  May be required to work hours that exceed regular schedule (i.e., a double shift or a different shift) in addition to regular schedule. May be required to work weekends and holidays on a rotating schedule. 

Work involves contact with patients who manifest mental disorders and incumbent may encounter patients with hostile and potentially violent behavior.

Office setting.  Standing, bending, and lifting are required for filling.  Sitting for long periods of time in front of a monochrome or color CRT is required.  Extensive activity with hands selecting and tearing apart strips of medication. 

Must have basic computer skills and be willing to learn new technologies as they are introduced into the workplace.
