INTRODUCTION

The Oregon State Hospital (OSH) currently provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state. Inpatient services are currently licensed at 700 hospital beds on 19 treatment units and 70 residential beds on 2 treatment units. OSH also offers community outreach services, specialized evaluations, and has a consumer support office. Program areas include:

*COMPENSATION
Differentials: (in addition to base salary – from $833 to $2,234 monthly)
- Psychiatric Duty Differential - $10,000 annually (if applicable)
- Board Certification Differential - 7.5% of base salary for Board Certification (or 10% for 2 or more certifications).
Officer of the Day Compensation: Is not included in the salary listed above and is paid based on the number of hours worked.

This employment opportunity is with Addictions and Mental Health, Oregon State Hospital, which is part of the Department of Human Services (DHS). This list will be used to fill full-time, part time and temporary positions as they occur. These positions are represented by a union.

Note: Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
- Psychiatric Recovery Services
The Adult Treatment Program serves men and women over 18 years old with serious and persistent mental illness. Most patients in this program are referred from acute care hospitals for continued treatment. This is the only program serving patients in both the Portland and Salem facilities.
The Geropsychiatric Treatment Program serves older adults with psychiatric and medical disorders who require intensive nursing and psychiatric care not available in a less restrictive setting. One unit serves adults who are brain-injured or multiply disabled.
- Forensics Psychiatric Services
A full array of clinical programs is offered including evaluation of criminal responsibility and the ability to aid and assist in one’s own defense. Patients who are adjudicated guilty except for insanity and who are committed to the Psychiatric Security Review Board (PSRB). It also serves patients with mental or emotional disturbances, cognitive skill deficits, substance abuse, and sex offenders. Three units provide treatment to PSRB patients who have shown substantial improvement in their condition and who require intensive specialized skill building in preparation for their discharge. Levels of security include maximum, medium and minimum.
The Medical Clinic provides medical services to the patients of Oregon State Hospital including: general medical, surgical, neurology, dermatology, orthopedics, optometry, audiology and podiatry, EEG, EKG, Radiology, and Medical Laboratory.
QUALIFICATIONS
Education: Candidates must be Board Eligible or Board Certified at the time of appointment.
Licensure: Candidates must possess current licensure to practice medicine by the Oregon Board of Medical Examiners at the time of appointment and maintain licensure throughout employment.
NOTE: For some positions, preference may be given to candidates with significant experience with forensic patients or completion of a forensic psychiatry fellowship.

DUTIES AND RESPONSIBILITIES
INTERNAL MEDICINE/FAMILY PRACTICE: The purpose of these positions is to provide general medical services that include diagnosis, treatment design, delivery and outcome assessment.
PSYCHIATRY: The purpose of these positions is to provide psychiatric treatment to mentally and emotionally impaired patients and provide clinical leadership to an Interdisciplinary Treatment Team. Psychiatric and physical examinations, formulation of diagnoses and treatment plans, and both performing treatment directly and monitoring treatment provided by others are prominent functions of these positions.
Major duties include:
- Patient Evaluation and Treatment – Perform psychiatric, physical and neurological examinations. Write orders for patient care. Conduct meetings of the ward Treatment Team and prepare individual patient treatment plans including providing clinical leadership in the implementation of services. Collaborate with the Unit Director to provide leadership to the Treatment Team in formulating and implementing plans for operation of the ward therapeutic environment. Provide direct service to patients such as group and individual counseling. Evaluate for Fitness to Proceed to Trial and report findings to courts as assigned. Provide other evaluations as assigned.
- Communication and Contact with Patient Families – Respond to inquiries from families and other interested parties and initiate contact with them as indicated.
- Documentation of Services – Prepare the medical record in accordance with requirements of Medical Staff Bylaws, rules and regulations and hospital policies. Prepare correspondence communicating findings from patient evaluations to hospital administration, judges, Psychiatric Security Review Board (PSRB) and attorneys.
- Professional Responsibilities – Serve on medical staff committees. Participate in peer review, quality assurance, and utilization review activities. Assist with training and continuing education of hospital staff. Participate in continuing education, with emphasis on psychiatry. Maintain qualifications to perform techniques of basic life support (CPR). Attend medical staff meetings. Participate in program leadership committees and meetings.
- Hospital Support Functions – Testify at commitment hearings, PSRB hearings, and other legal proceedings related to patient evaluations and patient care. Represent Oregon State Hospital and Addictions and Mental Health in court actions as directed. Function as the Officer of the Day for Oregon State Hospital, as assigned.
WORKING CONDITIONS
The person in this position works a professional workweek and the incumbent’s flexibility to work this schedule is a condition of employment. It is understood that the hours of work may vary from day to day and week to week. The hiring manager will work with the incumbent to determine work schedule specifics. Work hours subject to change with little notice. May be required to work hours that exceed regular schedule, i.e., a double shift or a different shift in addition to regular schedule.
Daily contact with patients who are severely mentally ill, frequently threatening and occasionally physically assaultive.
Frequently deal with urgent demands from patients, families and professionals in the hospital and in the community.
Daily work environment includes interview rooms, ward examining rooms, seclusion rooms, conference rooms, and office settings.
Daily exposure to infectious diseases.
Must have basic computer skills and be willing to learn new technologies as they are introduced into the workplace.
