These employment opportunities are with Children, Adults, and Families (CAF), which is part of the Oregon Department of Human Services (DHS). There are both full-time and part-time positions. These positions are represented by a union.
This recruitment will be used to establish a list of qualified people and will be used to fill vacancies as they occur. Upon review and determination that you meet the minimum qualifications, your name will be placed on the list of qualified applicants (QLF) that will then be used to select applicants for job interviews. Individuals invited to interview will be randomly selected from the list of qualified applicants.
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS

Two years of experience either interviewing to obtain personal/technical information, or substantial people contact. This experience must have involved a high volume of paper work (e.g., assuring information on forms is complete and accurate, completing necessary documents, etc).
SPECIAL NOTE: Any college courses may be substituted for the experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).

DUTIES AND RESPONSIBILITIES
Employees in these positions determine applicants' eligibility for Emergency Assistance, Poverty Level Medical, and Expedited Food Stamps. Major duties include:
Screening application forms for completeness and clarify with applicant items left incomplete or misunderstood; eliciting information from applicant/recipient to verify and/or requesting further information to verify eligibility; explaining rules, regulations, procedures and applicant/recipient rights and responsibilities;
Assisting applicants/recipients in securing needed documents from other agencies, schools, landlords, etc.;
Contacting collateral sources such as doctors, landlords, other state agencies, etc., on behalf of the client/recipient;
Typing/writing comprehensive narratives regarding how decisions were reached and cite documentation used to verify eligibility or non- eligibility;
Screening application forms to determine if the applicant has had prior assistance in Oregon, to determine prime number, case number and to determine if client is currently receiving support or unemployment compensation; and
Conducting group orientation to all appropriate applicants; meeting with each applicant following orientation to determine job status, appropriate agency or community program to which refer them and answering any general questions.
WORKING CONDITIONS
Frequent contact with angry or upset applicants/recipients.
Occasional travel. Some positions may require a valid driver's license and a good driving record. If not, you must be able to provide an acceptable alternate method of transportation.
Working a flexible work schedule as a condition of employment. This is understood to mean that the hours of work may vary from day to day and include evenings and weekends. Work schedule specifics will be determined by the hiring supervisor.
