QUALIFICATIONS
A Bachelor's Degree in any discipline that included six-quarter units in statistics or quantitative analysis methods and procedures, and one year experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
NOTE: College transcripts must be included and courses clearly marked if using this option to qualify.
OR
Four years of research experience using computerized applications to independently gather, compile, and analyze data and prepare narrative or statistical reports.
AND one or more of the following:
- Experience using trends such as social, economic, or industrial to do analytical research.
- Experience using advanced statistical or quantitative analysis computer applications.
- College-level course work in advanced statistics or quantitative analysis such as multiple regression, factor analysis, analyses of variance and discriminate analysis.
NOTE: Public Health experience is highly desirable

DUTIES AND RESPONSIBILITIES
This position plans and directs the gathering, compiling, analyzing, and reporting of statistical data relevant to chronic diseases in Oregon, specifically morbidity and mortality data needed for the diabetes program and data related to the provision of adult preventive services in the Medicaid population. This person will assist in the development of survey instruments, analyze survey data from multiple sources, and generate reports and graphics as needed by program staff and others. This person will also assist in analyzing data reported to the juvenile diabetes database.
Major duties include:
Plan, design and implement the Department's Chronic Disease data collection and reporting system related to assessing and monitoring the burden of diabetes in the state and the provision of adult preventive services in the Medicaid population. This position will consult with potential users to identify system needs; in consultation with medical and epidemiology staff, will identify methods to be used in the data collection; develop procedures to be used; design forms and survey documents to be used in collecting raw data. This position will participate with Information Systems staff in planning, designing, and implementing new data systems as necessary.
Analyze data and prepare narrative and statistical reports from program data and secondary sources such as the Hospital Discharge Index, death files, Behavior Risk Factor Survey, and Medicaid encounter data including summary tables, graphs and charts for presentation, publication, or other administrative uses. Advise and assist other staff members in writing such reports, and producing charts, tables and graphs in the most effective manner. Summarize reports by explaining the significance of data, prepare statistical forecasts and explain their significance to the program and Department.
Use computer report generator language software such as SPSS to perform database management functions and to retrieve, edit, and tabulate data from various data bases and files; study and analyze tables, graphs, charts, and other statistics to arrive at logical conclusions about the data. Develop systems for linking records across a variety of datasets such as the Hospital Discharge Index, death and birth files, Medicaid encounter data.
WORKING CONDITIONS
Extensive use of mainframe and microcomputers and video display terminals, short time lines on many projects.
