This employment opportunity is with the Office of Adolescent Health, Public Health Division, which is part of the Department of Human Services (DHS). There is one full time opening located in PORTLAND. A union represents this position.

QUALIFICATIONS
 
A Master's degree in either Nursing or Public Health and four years of recent (within the last ten years) nursing experience, which includes two years of nurse supervisory, administrative, or teaching experience
 
OR
 
A Bachelor's degree in Nursing and five years of recent (within the last ten years) nursing experience, which includes two years of nurse supervisory, administrative or teaching experience

DUTIES AND RESPONSIBILITIES
 
Under the direction of the SBHC Program Manager provide expert consultation and technical assistance to school-based health centers (SBHC), their sponsors (e.g. local county health departments, federally qualified health centers), and the State SBHC Program. The SBHC Public Health Nurse will assist the SBHC Program Manager with:
 
Coordination and provision of the SBHC biennial certification process
 
Coordination and provision of direct clinical technical assistance
 
Identification, planning, and/or provision of clinical trainings for local SBHCs
 
Collaboration with State SBHC program staff and affiliated agencies to promote SBHCs
 
Major duties include:  
 
Coordinate and assist SBHCs to meet Certification standards.  The SBHC Nurse will collaborate with the SBHC Program Manager in the statewide SBHC certification process (this involves the review of policies, procedures and nursing care protocols; review of patient records, direct observation of patient care services, and patient and staff interviews).  Specifically, she/he will: review, update, and maintain certification standards within SBHCs; disseminate and review both certification applications and outstanding action items; plan and conduct site visits using certification reviewer tool; prepare and disseminate certification visit reports; plan follow-up of compliance and quality assurance issues identified in review process; identify educational needs of SBHCs and their sponsor agencies; and provide direct technical assistance to help SBHCs and their sponsors reach compliance with State and Federal standards.
 
Coordinate and provide site-level clinical technical assistance.  The SBHC Nurse will collaborate with the SBHC Program Manager to plan, coordinate, and provide direct technical assistance regarding statewide clinic planning (including productivity), clinical competence, quality assurance and quality improvement exercises. Examples include, but are not limited to, working with SBHC Program Manager to communicate State and Federal program policies to SBHC sites and sponsors; interpret SBHC site and sponsor problems to SBHC program manager and assist in development and implementation of remedy; identifies grant funding sources for SBHC sites and assists in the development of grant applications.
 
Identify, plan, coordinate, and/or provide clinical trainings for statewide SBHCs.  Through aforementioned technical assistance and outreach activities, the SBHC Nurse will identify clinical training needs for program staff and SBHC sites.  She/he will plan, coordinate, and/or provide clinical trainings via various technology forums including videoconference and web-link.  Topics may include, but are not limited to, clinical practice updates, administration, budgeting, staffing, planning, and supervision techniques.
 
WORKING CONDITIONS
 
Typical open cubicle office environment. Field working conditions vary according to the individual community settings and physical properties of those settings.  Travel is an expectation of this position with some overnight stays.  A valid Oregon driver’s license is required.
