QUALIFICATIONS
A Bachelors degree in Community Health, Epidemiology or a closely related field AND four years of epidemiological or community health experience of which one year must have been in a supervising, lead worker or project leadership role.

DUTIES AND RESPONSIBILITIES
The person in this position is responsible for managing a multi-site economic cost analysis research project for Oregon's School Based Health Centers. This position will take a leadership role in performing complex epidemiological and health financing research analyses for Oregon School Based Health Centers. A major goal of the project is to estimate the wide variety of funding models and financial costs associated with the operation of School Based Health Centers, and provide accurate and reliable economic estimates. This process requires collection, analysis and interpretation of epidemiologic and cost data, demographic and public finance analysis, as well as cost effectiveness and cost-benefit analysis with respect to health care services provided in Oregon School Based Health Centers. The person in this position will plan and conduct complex research projects, use advance statistical and economic software and methods, and take the lead in developing research tools such as surveys and questionnaires.
This position also involves ongoing planning and review of the work performed by research analysts and policy and assessment specialists within the Adolescent Health section. The person in this position works closely with management, public health nurses, nurse practitioners, epidemiologists, statisticians, health economists and other outcome researchers for program planning and evaluation purposes, and provides management with policy evaluation and recommendations. In this respect, this position designates a team member with leadership responsibility for delivery of research projects, and for the deliverables of the project team. The person in this position is also responsible for mentoring, coaching and development of research and assessment staff within Adolescent Health.
Major duties include:
Project Coordination
Plans, oversights and evaluates the implementation and outcomes of a wide range of health economic research projects regarding the costs, revenue, funding and operations of Oregon's School Based Health Centers.
Designs, plans and leads the development, implementation and evaluation of related Adolescent Health section research projects. Ensures coordination and data quality controls for the work of other research staff engaged in gathering, compiling and analyzing information and data. Oversees the daily activities of research staff assigned to projects by organizing work and setting priorities for team research projects.
Epidemiologic and health cost studies
Independently collects and analyzes complex epidemiologic and budgetary data, interprets data analysis findings and compiles subsequent reports regarding the funding models and financial strategies of Oregon School Based Health Centers. Conducts investigations, by collecting new data and using existing State databases, and produces reports and statistics regarding the capital investment and operational costs of Oregon School Based Health Centers. Performs cost effectiveness, cost benefit and forecasting analyses in the area of billing, revenue and funding of Oregon School Based Health Centers. Interprets and evaluates scientific literature, develops research designs and creates new research tools such as surveys and questionnaires.
Technical consultation
Confers with management, the School Based program coordinator, epidemiologists, research analysts, State and local officials and other partners regarding current population-based data, trends, projections and policy recommendations for Oregon's School Based Health Centers. Prepares written responses and provides technical expertise and specialized information on request. Represents the agency as an expert when consulting with and developing plans utilizing epidemiological and economic analysis for State and local groups. Develops materials and makes presentations for consultation purposes to various units of the agency, community groups, and others to report research findings, current statistics, or forecasts regarding Oregon School Based Health Centers.
WORKING CONDITIONS:
Requires occasional in-state travel to meet with local health departments, School Based Health Center (SBHC) staff, and state partners. Rare out-of-state travel for professional development, training or participation in relevant national SBHC workgroups is negotiable.
