This recruitment will be used to establish a list of qualified candidates to fill the Public Health Officer/Director, Principal Executive Manager J vacancy. In addition, depending on the qualifications of the applicants, this recruitment also may be used to fill the State Public Health Director, Principal Executive Manager I position.
The salary * for the individual hired to fill this position may differ from the amount announced on this recruitment, depending on the successful applicant’s qualifications.
a) If the applicant meets qualifications as stated under the “REQUIREMENTS” section of this announcement, the applicant would be at the PEMI level ($7,350 - $11,383).
b) If the applicant meets the qualifications as stated under the “REQUIREMENTS” section AND is licensed to practice medicine in the State of Oregon, with board certification from the American Board of Preventive Medicine and Licensure by the Oregon Board of Medical Examiners, the salary would be at the PEMJ level ($8,106 - $12,546). Other differentials may apply.
For the first Board certification in one specialty, the differential shall be 7.5% of base pay. For two or more Board certification specialties the differential shall be 10% of base pay.

SCOPE OF POSITION
The Public Health Director is responsible for leadership, oversight and guidance through supervision of the Public Health Division executive staff; provides ongoing medical leadership and consultation for all public health programs and activities; and, if a physician, fulfills the statutory role and objectives of the Oregon State Public Health Officer.
The Public Health Director promotes public health issues, policies and priorities to the general public, and to public and private organizations at the state, regional and national levels. At the request of the DHS Director, this person also represents and speaks for Oregon’s public health system to the Governor, Legislature, tribes, counties, local communities, advisory groups and local, state and federal agencies. The Public Health Director serves on committees, commissions and task forces to provide public health expertise as needed. As appropriate, the State Public Health Officer represents the interests of the State of Oregon in discussions with federal agencies and national private and public health organizations. If a physician, this person also serves as the DHS chief medical spokesperson to provide information to the public on ways to promote good health and to avoid disease and injury, as well as to provide information on the health status of Oregonians.
The Public Health Director develops and implements long-range plans for Oregon’s public health system in partnership with the Public Health Advisory Board, the Conference of Local Health Officials and local health departments by assessing health status and trends, and setting policies to focus resources on areas of highest priority.
The Public Health Director oversees the delivery of legally mandated basic public health services to Oregonians, ensures systems are in place to evaluate these statewide services, and ensures the health problems and needs of populations at special risk are identified and addressed. If a physician, this person also provides medical consultation and support to local public health agencies and promotes the competence and contribution of local health officers.
The Public Health Director develops, reviews and approves Public Health Division budget requests and legislative initiatives, and redirects resources to address changing priorities.
The Public Health Director is responsible for a Total Funds budget in excess of $495 million.
The Public Health Director collaborates with other DHS program executives to coordinate and integrate public health activities with those of other programmatic areas of DHS and with other state agencies. If a physician, this person also provides medical and preventive medicine advice to the DHS Director and deputy directors on major policy, administrative and budgetary priority issues, and guides the overall leadership and management of the Public Health Division.

REQUIREMENTS
You MUST possess the following to be considered:
Five years of progressive experience in development and administration of public health systems.
Graduate-level courses in management may be substituted for one year of the required experience.
NOTE: Preference may be given to applicants with graduate-level education in public health, public administration or a related field of study.

WORKING CONDITIONS
This position works a professional workweek and frequently has meetings outside of regular working hours. This position frequently travels locally, regionally and nationally, requiring overnight stays. This person is on call in case of emergencies.
