This employment opportunity is with Administrative Services, Office of Information Services (OIS), which is part of the Oregon Department of Human Services (DHS). There is one full-time permanent position located in SALEM.   A union represents this position.  You must be a current employee of the State of Oregon to apply.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
QUALIFICATIONS
 
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for this position.
 
Three years of professional consultative, technical, or administrative experience which includes designing, constructing, or analyzing information systems. 
Experience must include activities in the following:
  • Business requirements collection, analysis and specification development.
  • Computer application systems analysis, design, and code construction using standard systems development methodologies.
  • Computer application systems design, analysis, and code construction using the following:  Sybase Server (or other relational databases), SQL, Delphi and /or SmallTalk, Ms-ACCESS and C++, and other client/server or object oriented IDEs (such as Object Studio).
 
AND EITHER:
  • At least 30 quarter (20 semester) credits in computer science; OR
  • Two more years of information systems experience
 
NOTE:15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

DUTIES AND RESPONSIBILITIES
 
The person in this position will be assigned to the Office of Information Services, Application Maintenance Support Services (OIS-CAF CWS) team supporting CAF-CWS systems and FACIS.   FACIS is the case management system used by the Office of Child Welfare Services within the Child, Adults, and Families Division.  This person will work with the Team Lead, business analysts, and other team members in gathering and analyzing business requirements, developing technical specifications, constructing and testing code, and implementing application code changes. 
 
In close collaboration with customers and other technical staff, the primary purpose of this position is to define detail systems requirements, create detailed systems design specifications,  construct, test, and deploy technical components, and develop contingency and disaster plans for recovery from operational failures.
 
Major duties include:
  • Create contingency / disaster plans for recovery from operational failures.
  • Creates detail system design documentation such as detail flowcharts and narratives, file definitions, screen layouts, etc. 
  • Responsible for insuring that the system conforms to Agency policy and that customer understands and is involved in the design and products of the system. 
  • Obtains customer approval and sign-offs.  Evaluates hardware / software constraints and utilizes current, state-of-the-art techniques.
  • Constructs new programs and modifies existing programs in a variety of languages.
  • Develops test plans, create test data to ensure successful business operations. 
  • Resolve problems affecting entire agency by fixing software.
  • Interface with variety of users and security staff for program and system design, specifications, documentation of medium or established projects, or sections of large systems as assigned.
  • Responsible for critical system data correction tasks that require extensive knowledge of the client-server application and significant interfacing with the customers. 
  • Responsible for implementation releases requiring extensive contact with other internal OIS sections, such as Customer Service and Support (CSS) and Children, Adults and Families (CAF) field staff.
 
WORKING CONDITIONS
 
The person in this position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day, week to week, and may include night and weekends. The hiring manager will work with the incumbent to determine work schedule specifics.   This position works in typical office environment with long hours at the computer.
