This employment opportunity is with Addictions and Mental Health Services, Oregon State Hospital, which is part of the Department of Human Services (DHS). This list will be used to fill full-time, part-time and temporary positions as they occur.  These positions are represented by a union.

This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.

 
NOTE:  Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.

 
INTRODUCTION

The Oregon State Hospital (OSH) provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state.  Inpatient services are currently licensed for 700 beds on 19 treatment units and 70 residential beds on 2 treatment units. OSH also offers community outreach services, specialized evaluations, and has a consumer support office. 

 
QUALIFICATIONS

Your PD100 application form will be reviewed to verify that you meet the minimum qualifications stated in this section. Your application form must clearly show that you have:

 
You must have three years of experience working with mentally, emotionally, behaviorally, and/or physically impaired clients; AND you must have a current State of Oregon Certified Nurse Assistant (CNA) registration.

An Associate’s or a Bachelor’s degree in social science (such as social work, human services, psychology, child development, gerontology, health, or health education) may be substituted for one year of the required experience.
 
Note: Some positions ALSO REQUIRE that you have a current certification as a Medication Aid (CMA) OR the ability to become certified as a Medication Aid (CMA) within six months of hire.


Preference may be given to candidates who have a Bachelor's degree in a behavioral science or have completed a significant amount of college coursework in the behavioral sciences.  To receive credit for a degree or college coursework, we ask that you submit a copy of your college transcripts with your application and test material.

• The Mental Health Therapist 2 provides primary case management for a group of mentally, emotionally, behaviorally, or physically impaired patients.  Please describe your training and/or experience that has provided you with knowledge of the problems and basic care to patients or clients.  Include the patients’ age group (such as child, adolescent, adult, elderly) you worked with; where you provided the care (such as residential hospital, educational facility, 24-hour psychiatric hospital, etc.); and any registrations you hold (such as Certified Nurse Assistant (CNA), Child Care Worker (CCW), Licensed Practical Nurse (LPN), etc.).

• The Mental Health Therapist 2 is an active participant in the development and implementation of individual treatment plans; interacts with individuals and groups; and carries out educational and therapeutic classes or activities.  Under professional supervision, employees in this classification have responsibility for developing, conducting, and evaluating daily activity classes for an assigned caseload in a specialty treatment area.  Please describe your training and experience in developing, conducting, and evaluating classes and/or activities.  Be specific about the classes and activities; your responsibilities; the patient population involved (child, adolescent, adult, elderly).  In addition, list any related coursework or training you have received (i.e., development of psychopathology, residential treatment of chronically mentally ill persons, psychosocial development, group dynamics).

• The Mental Health Therapist 2 observes and documents patient behavior and progress as it relates to the treatment plan and completes weekly summaries for use by the treatment team.  Please describe your training and experience that has given you skill writing clear and concise observation notes; keeping documentation records; and writing summary reports.  Include any experience you have in participating in treatment team meetings to discuss findings from reports.  Be specific as to your role and level of responsibility for each experience listed.  In addition, list any related courses or training (use class titles) you have received (i.e., English, interviewing theory and techniques, keeping medical records).

• The Mental Health Therapist 2 provides behavioral and other specialized therapy and management to patients who are potentially violent and may exhibit physically aggressive and/or verbally abusive behavior toward staff or other patients.  Please describe your training and experience in the prevention and management of violent behavior.  In addition, give specific example(s) of any experience you have had managing patient behavior that did not involve physical intervention which illustrates the use of nonphysical techniques.  Include in your answer any related courses or training (use class titles) you have received.

DUTIES AND RESPONSIBILITIES

The Mental Health Therapist 2, under the supervision of professional staff, provides primary case management for a group of mentally, emotionally or behaviorally impaired patients.  Employees in this class work under the supervision of professional staff to design, teach and evaluate classes in a treatment specialty area such as criminality or addiction and/or provide behavioral therapy to patients. In addition, employees in this class participate in the basic care and treatment of, and provide security and escort services for patients and contribute to the general therapeutic atmosphere of the work unit.  Employees in this classification are generally assigned to work in one of the following patient population programs:

Forensic Psychiatric Services (FPS) includes a full array of clinical programs including evaluation of criminal responsibility and the ability to aid and assist in one’s own defense and patients who are adjudicated guilty but mentally ill and who are committed to the Psychiatric Security Review Board (PSRB).  It also serves patients with mental or emotional disturbances, cognitive skill deficits, substance abuse, and sex offenders.  Three units provide treatment to PSRB patients who have shown substantial improvement in their condition and who require intensive specialized skill building in preparation for their discharge.  Levels of security include maximum, medium, and minimum.

Psychiatric Recovery Services includes an adult treatment program and a geropsychiatric treatment program.

The Adult Treatment Program serves men and women over 18 years old with serious and persistent mental illness.  Most patients are referred from acute care hospitals for continued treatment. 

The Geropsychiatric Treatment Program serves older adults with psychiatric/medical disorders who require intensive nursing and psychiatric care not available in a less restrictive setting.  One unit serves adults who are brain-injured or multiply disabled.

Major Duties Include:

Forms primary relationship with and provides role modeling for assigned patients; forms primary link between patients and professional staff to provide effective treatment and to provide patients with a specific staff member to whom they can relate and on whom they can rely;

Becomes familiar with the total treatment plan for assigned patients; explains treatment plan to patient;

Observes and documents patients’ behavior; maintains record of patient care and treatment and documents patients’ progress; completes program documentation requirements;

Proposes potential revision of treatment plans to treatment team for consideration; participates as a member of the Interdisciplinary Treatment Team;

Gathers information pertinent to treatment needs through personal interaction and by observing patients’ interactions with staff and other patients;

Under supervision, provides behavioral therapy to an assigned group of patients; plans, organizes, develops, conducts, and evaluates classes in areas such as drug and alcohol abuse, criminality, assertiveness, human sexuality, independent living skills, and personal effectiveness;

Assists professional staff with individual counseling and group therapy;

Observes and maintains security procedure; participate in verbal and physical interventions with patients who represent a threat to themselves or others; Escorts patients during various off-ward activities such as doctors’ appointments, court hearings and community outings maintaining security procedures in transport; and

Assists with medical care under the supervision of a Registered Nurse including collecting specimens, measuring blood pressure, pulse, respiration, and temperature; and assists with administering medications.

WORKING CONDITIONS 

Must have basic computer skills and be willing to learn new technologies as they are introduced into the work place.

Must be able to work more than 8 hours in a day and/or 40 hours in a week as required.
 
May require working on-call and/or rotating schedules.

Work with patients with challenging and potentially assaultive behaviors.
Must be able to lift up to 50 lbs. frequently.

May transport patients or drive on state business.  A valid Oregon driver’s license with acceptable driving record is required at the time of hire.
