This employment opportunity is with Addiction and Mental Health, Oregon State Hospital, which is part of the Department of Human Services (DHS). *If you are hired and have a Bachelor’s or Master’s degree in a field related to nursing, you may be eligible for an additional salary differential of 4.75% or 9.5% of your monthly salary.
INTRODUCTION

The Oregon State Hospital (OSH) provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state. Inpatient services are currently licensed at 681 beds on 19 hospital units and residential services at 96 beds on 3 units. OSH also offers community outreach services, specialized evaluations, and has a consumer support office.
QUALIFICATIONS
Your PD100 application form will be reviewed to verify that you meet the minimum qualifications stated in this section. Your application form must clearly show that you have:
A valid Oregon Registered Professional Nurse’s license at the time of appointment
AND
Two years of professional nursing experience including some experience equivalent to that of a charge Nurse which has provided:
- Knowledge of nursing techniques and therapeutic intervention used in the care and treatment of mentally, emotionally or behaviorally impaired patients;
- Skill in organizing, assigning, directing and evaluating the work of others;
- Ability to plan and provide staff training.

DUTIES AND RESPONSIBILITIES
Oregon State Hospital has nursing positions in the following programs:
Forensics Psychiatric Services includes: A full array of clinical programs is offered including evaluation of criminal responsibility and the ability to aid and assist in one’s own defense. Patients who are adjudicated guilty but mentally ill and who are committed to the Psychiatric Security Review Board (PSRB). It also serves patients with mental or emotional disturbances, cognitive skill deficits, substance abuse, and sex offenders. Three units provide treatment to PSRB patients who have shown substantial improvement in their condition and who require intensive specialized skill building in preparation for their discharge. Levels of security include maximum, medium and minimum.
Psychiatric Recovery Services includes: The Adult Treatment Program serves men and women over 18 years old with serious and persistent mental illness. Most patients in this program are referred from acute care hospitals for continued treatment. This is the only program serving patients in both the Portland and Salem facilities.
The Geropsychiatric Treatment Program serves older adults with psychiatric / medical disorders who require intensive nursing and psychiatric care not available in a less restrictive setting. One unit serves adults who are brain-injured or multiply disabled.
Major Duties include, but are not limited to:
MANAGEMENT
Responsible for the 24 hour nursing practice on an assigned unit;
Collaborates with peers and supervisors on making decisions regarding nursing operations of the work unit or shift;
Organizes and coordinates work of subordinate staff; evaluates their work and counsels staff regarding work performance issues;
Acts as a resource person for nursing practice and clarification of policies and procedures;
Participates in interviewing, selecting and assigning nurse staff;
Ensures that staff to patient ratios are met and participates in problem-solving unplanned staffing needs;
Supervises, interprets, reviews and acts on quality assurance, utilization and risk management aspects of nursing care and takes action as indicated;
CLINICAL
Assess changes and trends in patient condition, both physical and mental, and takes appropriate action. Based on the nursing assessment, the RN develops an individualized nursing care plan that is integrated into the patient’s treatment care plan;
Administers and documents medication and treatments according to hospital nursing policies and procedures;
Assesses the management of the therapeutic milieu and takes corrective action as appropriate;
Provides clinical nursing consultation on different cases;
Ensures that RN’s develop individualized nursing care plans that are integrated into the patient’s treatment care plan; ensures the maintenance of continuity of care;
Initiates appropriate action in actual or potential psychiatric/medical emergencies;
EDUCATION
Ensures orientation of nursing personnel;
Assesses staff educational needs and acts/responds accordingly;
Coordinates and conducts patient/family teaching;
Conducts in-service training/orientation of other staff members and students;
Completes annual mandatory proficiency training;
Interprets and is supportive of all hospital philosophy, policies and procedures; is responsible for following hospital/nursing programs, policies and procedures; supports implementation of new hospital programs.
WORKING CONDITIONS
The person in this position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
Must have basic computer skills and be willing to learn new technologies as they are introduced into the workplace.
Involves daily contact with physically disabled, mentally and/or emotionally disturbed patients.
Exposure to infectious diseases on a daily basis.
Walks or stands for long periods.
May involve shift work.
Must be able to work more than 8 hours in a day and/or 40 hours in a week as required.
Occasional travel. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
