The Oregon Department of Human Services (DHS), Addictions and Mental Health (AMH) Division is seeking candidates with exceptional qualifications to be considered for the Director of the Addictions and Mental Health Division/Principal Executive Manager I. This position is responsible for programs, policies, community services, and state-operated public institutions serving persons with mental illness and alcohol and drug abuse problems.
The Division reports to the DHS Director. With a biennial budget just under $1.0 billion, the Division employs more than 1500 persons directly and contracts for services with hundreds of programs at the county and community level across the state. More than 100,000 Oregonians per biennium are serviced through programs under the direction of the Director. This position is executive service and is not represented by a union.

DHS employs over 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
The Director directs all programs to assure attainment of DHS goals and the discharge of its legal duties. The Director is responsible for the direct supervision of two state hospital superintendents, the Division Medical Director, and high level managers responsible for community prevention, treatment and extended care services, and planning and program operations. A key responsibility of the Director is coordinating mental health and addiction services with the others programs and operations within Health Services and across the range of programs and direct service delivery in DHS.
SCOPE OF POSITION
The Director is appointed by, and reports to, the Director of DHS. The Director participates with other Directors as the group that develops policy, coordinates program development, and addresses fiscal and program problems as they arise. Within DHS the Director is an advocate for the needs of those served by the Additions and Mental Health Division.
The Director confers with the DHS Director regarding general directions in response to legislative and gubernatorial action. Within these guidelines the Director exercises independence and discretion to plan, budget, organize, staff, direct, coordinate and evaluate the office managers, staff and state hospital superintendents. The following personnel report directly to the Director:

- Superintendent, Oregon State Hospital
- Superintendent, Eastern Oregon Psychiatric Center
- Management Assistant
Principal Accountabilities:
- Assures conformity with Addictions and Mental Health Services statutes of the State by providing administrative leadership and direction in program and service areas. Implements changes in legislation pertinent to addictions and mental health programs.
- Advocates for programs and populations served by Addictions and Mental Health Services, interpreting them to other branches of DHS, legislative committees, citizen’s groups, professional organization, and program directors of other states.
- Assures state-operated hospital programs meet the needs of patients and residents requiring these services through conformity to standards of licensing, accrediting, and certification.
- Assures the maximum integration between state hospital services and community mental health programs.
- Assures the delivery of community addictions and mental health services by assisting counties and private organizations throughout the State.
- Assures the protection of rights of persons served through Division programs, particularly those who are unable to advocate for themselves, and helps protect society from those who may be dangerous to others.
- Assures optimum utilization of DHS funds dedicated to Addictions and Mental Health Services by developing a sound budget and carefully administering allotted resources within legislative appropriations.
- Strengthens the capacity of the division to meet its goals by motivating its managers and encouraging the training and development of division employees.
- Implements state and department policy and assures continuous improvement in the areas of affirmative action diversity and workplace safety.
- Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the department’s mission and values.
- Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.

REQUIREMENTS
Four years of progressive management experience related to a human services program with an emphasis in addictions and mental health programs which included responsibility for each of the following: Development of program rules and policies; development of long-and short-range goals and plans; program evaluation and budget preparation/management.
Graduate-level courses in management may be substituted for one year of the required experience.
NOTE: Preference may be given to applicants with graduate-level education in public administration or a related field of study.

WORKING CONDITIONS
This position works a professional workweek and frequently has meetings outside of regular working hours. This position requires frequent travel locally, regionally and nationally which requires frequent overnight stays. Much of the work of this position is done under pressure from deadlines and other competing priorities. This person is on call at all times in cases of emergency. Frequent commitments which requires communication with the public or with the media.
