This employment opportunity is with Addictions and Mental Health, Oregon State Hospital, which is part of the Department of Human Services (DHS). There is one full-time position open in the Superintendents Office located in Salem. This position is represented by a union.

NOTE: Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
INTRODUCTION

The Oregon State Hospital (OSH) provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state. Inpatient services are currently licensed at 700 hospital beds on 19 treatment units and 70 residential beds on 2 treatment units. OSH also offers community outreach services, specialized evaluations, and has a consumer support office.
QUALIFICATIONS

A Bachelor’s Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science AND two years professional-level evaluative, analytical and planning.
OR
Any combination of experience and education equivalent to five years of professional-level evaluative, analytical and planning work that typically supports the knowledge and skills for the classification.

DUTIES AND RESPONSIBILITIES
The primary purpose this position is to provide legislative and policy analysis, manage projects to improve operational improvements and Emergency Preparedness, consult with hospital staff about efficiencies and operational needs. Major duties include:
Legislative and Policy Analysis: Evaluate court decisions and statues. Review and analyze bills, including legislative intent, introduced during legislative session; research and evaluate impact to OSH programs and operations. Work with Oregon State Hospital (OSH) administrators and managers to implement changes required by new legislation. Recommend need and write language for changes to administrative rules to facilitate the rule making process. Write policies and procedures to support changes in administrative rules and statutes. Write background materials to support OSH legislative testimony. Assist in collection information and writing reports for legislative committees. Link legislators to experts within OSH. Arrange meetings between legislators and OSH administrators. Create and maintain filing system of legislative tracking.
Project Management: Plan operational improvement projects, including Emergency Preparedness and Continuous Improvement Plan projects; identify project scope, required training and resources; recommend project budget. Identify potential risks and difficulties and design strategies to mitigate or avoid them. Collaborate with stakeholders and follow contracting guidelines to develop contractor statement of work, and work with appropriate staff to obtain proposals and bids from contractors. Monitor project steps to ensure participation of project team members and other stakeholders. Monitor and track project budget, schedule and performance. Coordinate project activities with internal units. Administer project contracts and monitor and evaluate contractor performance. Recommend changes to project plan in response to unforeseen changes or unexpected results. Obtain approvals to proposed changes in project scope, quality, budget, or schedule. Verify quality of project deliverables.
System Improvement: Consult with or facilitate discussions with OSH staff regarding the Continuous Improvement Plan and other operational needs. Analyze operational processes, goals and objectives; identify data requirements, system design enhancement needs and specifications. Study the feasibility of modifying existing information systems and make appropriate recommendations. Develop an implementation plan for accepted recommendations. Recommend acceptance, developments or enhancements of new and existing systems. Assist in coordinating data access for OSH staff.
WORKING CONDITIONS
Works daily in an office environment, usually sitting to perform work. Extensive use of computer terminal and PC daily.
May have occasional contact with psychiatric patients and inmates.
Work hours subject to change with little notice. May be required to work hours that exceed regular schedule, i.e. a double shift or a different shift in addition to regular schedule.
Must have a valid Oregon driver’s license with an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
Must have basic computer skills and be willing to learn new technologies as they are introduced into the workplace.
