This employment opportunity is with Addictions and Mental Health Services, Oregon State Hospital, which is part of the Department of Human Services (DHS). This list will be used to fill full-time positions in the Acuity and Security Program (ASP). The ASP Mental Health Security Technician’s will be flexibly assigned to any unit, shift or program area on either the Salem or Portland campus. These positions are represented by a union.
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as needed in either Salem or Portland.
NOTE: Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
INTRODUCTION

The Oregon State Hospital (OSH) provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state. Inpatient services are currently licensed for 700 beds on 19 treatment units and 70 residential beds on 2 treatment units OSH also offers community outreach services, specialized evaluations, and has a consumer support office.
The security department functions as a focal point for the Oregon State Hospital. The department operates 24-hours per day, 7 days a week. The Oregon State Hospital Security Department's mission is to provide a system for the security person,s vehicles, state buildings and state property on campus, and to provide general assistance to people doing business with or associated with the hospital.
The Security Department performs the following services: Provides for the security of individuals and property on the hospital campus by making reports as required on criminal acts, unsafe conditions, behavior violations or incidents requiring correction, assistance or information. Provides for the transportation of patients. Responds to emergencies for injuries, patient/resident restraint, fire, etc; by providing first aid, intervention or communication to other emergency responders. Gathers information and investigates crimes or incidents related to crimes occurring within the boundaries of the hospital campus. Provides security training to employees, riot control and disturbance response. Performs periodic building inspections for security purposes. Dispatches employees, public safety officers, and emergency vehicles (e.g. fire and police). Acts as a centralizing communication center for phone systems, information, and general assistance. Secures patient property and maintains a quality mail service, protecting the rights of patients/residents at all times. Transports patients/residents within the hospital and community. Provides grounds security for the protection of patients/residents, staff, visitors and property of the hospital.
QUALIFICATIONS

- Six months experience providing direct care or training to clients in a mental health setting
OR
- Six months experience providing security services in an institutional setting

DUTIES AND RESPONSIBILITIES
The purpose of Mental Health Security Technician (MHST) position is to provide security and escort services for mentally ill adults. The Acuity and Security Program (ASP) MHST positions will serve a unique role in that they will be allocated to programs, units and shifts with demonstrated acuity and security needs beyond the capacity of the base assigned full-time employees, including swing and night shifts which haven't historically been staffed with roving security. The ASP MHST’s will be flexibly assigned to any unit, shift or program area on either the Salem or Portland campus. The ASP MHST, like all MHST’s have a primary function to complete a variety of duties and tasks as assigned by the security supervisors and to provide for safety and security of patients and staff by responding to behavioral situation and providing a presence and support on the treatment units.
Major Duties Include: Safety Patrol and Response Functions: Performs routine patrol and response throughout the hospital and assists in de-escalating situations and deterring incidents through presence. Responds to incidents of alleged criminal acts. Gathers evidence, writes reports and protects crime scenes. Provides follow-up to critical incidents as directed by the Support Services Supervisor 2 or Security Director.
Security Team Functions: Provides campus security checks. Monitors and screens visitation areas. Performs admissions searches and unit searches for contraband. Provides response to patient escapes and unauthorized leave. Performs vehicular and walking patient escorts.
Communication Center Functions: Provides information transmittal services via personal request, telephones, mail categorization, facsimile, two-way-radio, and electronic mail. Other functions including the monitoring of emergency alarms, patient movement via cameras, and badge assignment. Performs LEDS inquiries, coordinates patient property deposits and withdrawals.
WORKING CONDITIONS Must have basic computer skills and be willing to learn new technologies as they are introduced into the work place.

Daily contact with physically disabled, mentally and/or emotionally disturbed patients who may exhibit aggressive behavior. Daily contact with patients in remote locations without immediate contact with others.
Must have the ability to react quickly to changing situations; travel by motor vehicle, at times in inclement weather and hazardous road conditions.
Must sit for prolonged periods of time in a vehicle. Must have the ability to lift up to 50 pounds.
Work hours are subject to change with little notice. May be required to work hours that exceed regular schedule, i.e. a double shift or a different shift in addition to the regular schedule. Staff may be required to work additional hours during emergency situations; i.e. disasters, to meet minimum staffing requirements, conduct emergency transports, etc.
Required to transport, escort and interact with potentially dangerous patients while using appropriate security equipment.
Required to work with patients of the opposite sex.
Requires working inside under crowded conditions, watching monitors.
May be exposed to combative patients/residents and/or angry visitors.
Must have a valid Oregon driver’s license with an acceptable driving record.
