This employment opportunity is with Administrative Services (AS), Office of Information Services (OIS) and will provide support to Children, Adults and Families (CAF), which is part of the Department of Human Services (DHS).  
 
There is one full-time, limited-duration opening located in Salem.  The limited duration position will be for 24 months from date of hire.  This position includes family health benefits, leave accrual and is represented by a union. 
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current permanent/limited duration vacancies and may be used to fill future permanent/limited duration vacancies as they occur.
 
QUALIFICATIONS
 
Six years of professional consultative, technical, or administrative experience designing, constructing or analyzing web based information systems using Java technologies. 
 
Experience must include activities in the following: 
  • Web-based applications;
  • Java and frameworks such as Spring;
  • Data persistent technologies like Hibernate and OpenJPA;
  • JSF;
  • HTML, CSS, JavaScript. Experience with DOJO is desired but not required.
  • XML, SQL, relational databases (DB2, Oracle etc);
  • Experience with Integrated Development Environments like IBM Rational Application Developer (RAD) or Eclipse
 
NOTE:  Please include these specific activities in the Specialized Skills and Knowledge section of your State of Oregon Application Form PD100.  No credit will be given if experience is not listed.
 
AND EITHER
  1. At least 30 quarter (20 semester) credits in computer science; OR 
  2. Two more years of experience providing a knowledge of information systems theory and principles.
 
SPECIAL NOTE:  15 quarter (10 semester) graduate-level computer science, software engineering, information systems, or equivalent credits may substitute for one year of the professional experience.

DUTIES AND RESPONSIBILITIES
 
This position serves as Senior Systems Analyst for multiple applications and systems.  The Senior Systems Analysts leads and coordinates all levels of the data and process modeling, work process, user interface design and technological infrastructure design.  The Senior Systems Analyst is responsible for coordinating one or more projects. This position provides technical expertise, advice, assistance and mentoring to contractors, state staff and temporary employees.  This position is responsible for assisting Office of Information Services (OIS) management and customer organizations with collection and analysis of business requirements and resource of the purpose of defining the strategic business and technical direction.
 
Major duties include:

Software Development and Maintenance - The Senior Systems Analyst is responsible for the overall maintenance of complex software products and systems. Construct systems software and software interfaces at a highly advanced level of technology and sophistication. Diagnoses technical problems and design technical solutions. Evaluates new approaches and directions for software solutions, data sharing, security, communication.
 
Business Requirements Collection and Analysis – Responsible for assisting the OIS management and customer organizations with collection and analysis of business requirements and resources for the purpose of defining the strategic business and technical direction, including the design of new software and technology applications. Analyzes business requirements and needs by meeting with customers, customer liaisons, and other SSM project teams to create the best possible business solutions for SSM.
 
Mentoring and Teamwork – Take direction from the Team Manager or Team Lead to create a positive and productive team environment. Develop objects and code to be used by the development team in creation of business solutions. Create System or other documentation as needed. Perform object and system testing.
Assist the development team with integrated systems testing, including configuration of development environments and platforms for collaborative team code development and code sharing. Perform within a team setting.
 
Operational Support and Maintenance – Provide operational support for software and data systems running regularly in production mode. Provide technical support for the maintenance and tuning of these systems. Assume the “ownership” role for intermediate to large-scale systems, setting standards for their usage and writing instructions and directives to ensure compliance with those standards.
 
Customer and Vendor Organization Liaison – Provide customer assistance and technical help with a wide variety of customers, developers, and Operations staff. Serve as liaison to software and data vendors for problem resolution and technical support purposes and may coordinate a team of software experts working on a technical project. Conducts research for planning purposes. Advises management regarding the feasibility of new products or new additions to existing products and recommends software and data products that could improve departmental operational efficiency and effectiveness.
 
Assist the Team Lead and Lead Developers in coordinating with other OIS units to ensure that proposed technical solutions fit within the technological and coding standards and strategic direction of OIS. 
 
WORKING CONDITIONS 
 
Working conditions are those of a general office environment in a close-knit, team-oriented environment.  At times, weekend and evening work will be necessary to meet customer demands and department deadlines.
