INTRODUCTION
The Oregon Department of Human Services (DHS)/Office of Information Services is seeking candidates with exceptional qualifications to be considered for the Deputy Program Leader/Principal Executive Manager E, limited duration (date of hire through June, 2011). The chosen candidate will lead a team of professionals who plan, design and develop automation solutions to replace current manual processes and also modernize existing solutions for the Oregon Department of Human Services. This position is management service and is not represented by a union.

DHS employs approximately 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.

DUTIES AND RESPONSIBILITIES
The Deputy Program Leader reports to the Self Sufficiency Modernization Program Leader and works with other business managers, application support managers, project managers, data administrators, research, development and technical support staff throughout OIS.
The major duties include:
- Represent and work with the Program Leader to support the SSM Program
- Provide oral and/or written presentations to both internal and external entities.
- Work in partnership with Children Adults and Families (CAF), Office of Information Services (OIS), statewide Oregon Self Sufficiency Services Providers, and other internal and external customers to align existing DHS self sufficiency programs, systems and teams to maximize effectiveness and cost efficiency in support of the development and implementation of new statewide self sufficiency solutions.
- Develop and submit periodic project status reports to a variety of SSM Program stakeholders.
- Develop, manage, coordinate and maintain a work plan that includes staff and contractors.
- Manage and over see the development, justification and submission of the project budget; tracking project to budget; and oversee day-to-day budget maintenance; track budget expenditures.
- Report financial metrics; develop and implement corrective action plans.
- Direct the development of Advance Planning Documents (APD) and APD Updates, (APDU)
- Promote an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
- Contribute to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.

MINIMUM QUALIFICATIONS:
To qualify for this position you must have a minimum of four years of experience of information system management that includes responsibility for each of the following:
Development of rules and policies;
Development of long- and short-range goals and plans;
Program evaluation; AND
Budget preparation/management.
EDUCATION: Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.

This position works a professional workweek that, as necessary, will include early morning, evening and/or weekend work.
