(Mental Health Adult Services Program & Policy Development Specialist)

$4,670 - $6,565 MONTHLY


This employment opportunity is with Addictions and Mental Health (AMH)/Community Housing Employment & Support, which is part of the Department of Human Services (DHS).  There is one full-time opening located in Salem.  This position is management service and is not represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
QUALIFICATIONS
 
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to human services; AND four years professional-level evaluative, analytical and planning work related to a human services program.
 
OR
 
Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work related to a human services program.

DUTIES AND RESPONSIBILITIES
 
Provide leadership, coordination, and oversight to a statewide mental health program and treatment service delivery system for adults, managed care systems, evidence-based practices, and providing or arranging for technical assistance to maintain the programs.  Focus specifically on the planning, policy and program development, budget monitoring, and implementation of specialized programs serving particular populations.  These specialized programs include mental health services for adults, including services provided under the Oregon Health Plan.  Develop funding opportunities and write grant applications related to mental health treatment and related community supports. 
 
Exercise independent decision-making authority and coordinate the work of other staff to plan, design and direct mental health regulations, policies and priorities as they relate to these special populations.  This includes assuring that state and local planning processes are conducted as authorized by state statutes and federal regulations.  Identify program development needs, including administrative, legislative and funding changes to improve the effectiveness of services.  Handle complex and potentially controversial agency decisions and routinely represent the agency in dealings with other state agencies, public and private sector organizations, businesses, and advocacy or special interest groups.  Other duties as assigned.
 
WORKING CONDITIONS
 
Frequent preparation and/or presentation of technical and professional material against assigned deadlines.  Some evening and/or weekend work is required.  Overnight travel throughout the state is required from time to time.  Frequent contact and work with a variety of professional staff in a variety of office and meeting room settings. 
 
Occasional travel nationwide to participate in federal planning and policy development and grant compliance relative to mental health treatment services. Travel is often at the request of local partners and may not be according to the employee’s preferred schedule.  You must have a valid driver’s license and an acceptable driving record.  If not, you must be able to provide an alternate method of transportation.
