This employment opportunity is with the Office of the Director (DO)/Office of Communications (OC) which is part of the Department of Human Services (DHS).  There is one full-time opening located in Portland.  This position is management service and is not represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
QUALIFICATIONS
 
A Bachelor's Degree in Business or Public Administration, Public Relations, Marketing, the Behavioral or Social Sciences or related degree and five years professional level experience in Public Relations or Affairs.
 
OR
 
Eight years experience directly related to Public Relations or Affairs; five of the eight years must have been at the professional level.

DUTIES AND RESPONSIBILITIES
 
The primary purpose of this position is to serve as a DHS communications officer in the Public Health Division and work with media and DHS leadership to ensure appropriate handling of communications issues; perform critical writing and editing functions for division publications, news releases, speeches and other materials; provides external communications services for managers and staff throughout the division; and write and edit information for news releases, guest editorials, presentations and speeches, talking points and backgrounders, and for posting to the agency’s Web site. The major duties include:
 
Work with the OC Administrator to develop strategies for media communications. Maintain regular contact with statewide media. Recommend effective strategies to communicate department principles of transparency and accountability and work with the media on accurate news coverage. Ensure media communication strategies are guided by and support the department’s goals and outcomes, and that journalists understand the agency’s mission and goals.
 
Exercise strategic thinking and effective judgment to prepare for and respond to high-visibility crisis media inquiries to advance media, policymaker and public confidence in the agency. Develop proactive and reactive strategies in consultation with the OC administrator, DHS and division directors, program managers and other agency leaders.
 
Write and edit informational materials to inform and educate employees, clients, legislators, other agencies and organizations, and the public about the department’s mission, programs, strategies and activities.  Other duties as assigned.
 
WORKING CONDITIONS
 
You must have a valid driver's license and an acceptable driving record.   If not, you must be able to provide an alternate method of transportation.
 
Early morning, evening, and/or weekend work may be required.  This position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment.  Must be available by telephone to DHS leadership and journalists to handle emerging issues and crisis communications as needed.  
 
It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
