PROGRAM ANALYST 2
(Clinical Recruiter)

INTRODUCTION
 
The Oregon Department of Human Services (DHS)/ Office of Human Resources/Oregon State Hospital is seeking candidates with exceptional qualifications to be considered for a full-time Clinical Recruiter/Program Analyst 2 located in Salem at the Oregon State Hospital.  The Clinical Recruiter will be responsible for the recruitment and hiring of Mental Health Specialists, Psychiatric Social Workers and Clinical Psychologists at the current and new facilities.
 
For more than 120 years the Oregon State Hospital has been Oregon’s primary mental health facility. In 2003 Governor Kulongoski established a mental health task force to identify problems in Oregon’s mental health system and recommend solutions.  The Oregon State Hospital replacement project is an effort to revitalize and modernize Oregon’s total system of mental health care. The project encompasses new facilities, treatment methods, staff, technology and administrative techniques, all designed to make Oregon’s system among the best in the nation.
 
This position is management service and is not represented by a union. 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
SCOPE OF THE POSITION 
 
The Clinical Recruiter will be responsible for assisting hiring managers with the development of effective recruitment strategies and assisting job applicants when applying for DHS jobs.
 
The major duties include: 
  • Coordinating and administrating the recruitment and hiring of Mental Health Specialists, Psychiatric Social Workers and Clinical Psychologists.
  • Ensuring compliance with DHS diversity criteria by recommending and implementing appropriate strategies to attract a diverse, qualified applicant pool.
  • Creating guidelines and procedures to ensure appropriate guidelines are followed.
  • Screening applicants for clinical competency, professionalism and minimum qualifications including licensure and certifications.
  • Referring qualified applicants for interviews.
  • Developing and writing recruitment announcements.
  • Utilizing methods, direct mail, websites, print advertisement, college recruiting and cold calls, of recruitment to place selected candidates into the appropriate hospital vacancy.
  • Developing partnerships with schools, colleges and universities.
  • Developing outreach plans to market Oregon State Hospital as an employer of choice.
  • Conducting satisfaction surveys with clinical psychology and social worker staff.
  • Participating in career fairs, open houses and other events to aid with recruitment efforts.
  • Maintaining recruitment related databases to determine trends related to recruitment and retention.Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
  • Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
  • Modeling the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
 
REQUIREMENTS 
 
A Bachelor's Degree in Psychology, Social Work or Business and two years experience coordinating or administering a human resources program in a medical/clinical setting.
OR
 
Any combination of experience or education equivalent to five years experience, coordinating or administering a human resources program in a medical/clinical setting.

Experience preparing statistical reports, determine trends and report findings.

WORKING CONDITIONS 
Overnight travel.  You must have a valid driver’s license and an acceptable driving record.  If not, you must be able to provide an alternate method of transportation. 
 
Regular early morning, evening, and/or weekend work will be required as necessary.  This position works a professional workweek and the employee’s flexibility to this work schedule is considered a condition of employment.  It is understood that the hours of work may vary from day to day and week to week.  The hiring manager will work with the position incumbent to determine work schedule specifics.
