The Oregon Department of Human Services (DHS)/ Children, Adults and Families (CAF)/Office of Vocational Rehabilitation Services (OVRS) is seeking candidates with exceptional qualifications to be considered for the Principal Executive Manager C/Office of Vocational Rehabilitation Services Manager located in Springfield.
This position is responsible for program management, client services for individuals with multiple disabilities and technical guidance to vocational rehabilitation counselors.

INTRODUCTION
OVRS is a statewide resource for people with disabilities and is part of the Department of Human Services. We assist individuals with disabilities in getting and keeping a job. OVRS is a state and federally sponsored program.
OVRS works in partnership with the community and businesses to develop employment opportunities for people with disabilities.
SCOPE OF THE POSITION
The OVRS Field Services Manager is responsible for:
- Providing direction to staff on federal and state policy, program procedures, goals and expectations regarding client services for significantly disabled individuals with multiple disabilities.
- Evaluating operating systems, human and fiscal resources, technology and community resources to identify areas of improvement;
- Developing and maintaining working relationships and partnerships with community agencies, consumer advocates, service providers and other interested parties;
- Responding to employee grievances, complaints or concerns;
- Administering the agency’s Affirmative Action Plan/EEO guidelines;
- Recruiting, interviewing, selecting and recommending hiring.
- Developing and overseeing processes related to administrative program review to assess compliance with program and performance standards.
- Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
- Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
- Modeling the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
QUALIFICATIONS
Five years of experience in supervision, staff-technical, or professional-level work related to vocational rehabilitative services.
This experience must have included at least one year of supervision and management of a vocational rehabilitation program, section, or unit which included one or more of the following areas:
Development of program rules and policies;
Development of long- and short-range goals and plans;
Program evaluation; or
Budget preparation/management.
A Bachelors degree or courses in a field related to management such as Business or Public Administration or a field related to human services may be substituted for up to three years of the required experience, but will not substitute for the one year of vocational rehabilitative services experience.
