This employment opportunity is with the Office for Oregon Health Policy & Research which is part of the Oregon Health Authority. There are two full-time openings located in Salem and Portland. These positions are management service and are not represented by a union.

QUALIFICATIONS
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for knowledge and skills, and five years professional-level evaluative, analytical and planning work related to health care policy work or public health.
OR
Any combination of experience and education equivalent to eight years of professional-level evaluative, analytical and planning work experience related to health care policy work.
Preference may begin to applicants who possess a Masters Degree in Public Health.

DUTIES AND RESPONSIBILITIES
Provides high level, independent and comprehensive research, policy analysis and recommendations on policy strategies and options to the Oregon Health Policy Board, Director of the Oregon Health Authority, the OHPR Administrator and Deputy Administrator on statewide healthcare systems reform options.
WORKING CONDITIONS
Occasional in state travel. You must have a valid driver’s license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
The person in this position works a professional workweek and the incumbent’s flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
Typical office working conditions in an open space environment with cubicles and audible distractions. This position requires the ability to work on multiple tasks with frequent exposure to highly visible projects, short deadlines, and realigned priorities. Deadlines and department requirements may create stressful situations as well as sometimes dealing with challenging customers and situations.
ABOUT THE DEPARTMENT
The Office of Oregon Health Policy & Research (OHPR) is the State’s central location for coordinating data collection, analysis and dissemination of results on health care issues of critical importance to the state. Units within OHPR include the Health Services Commission, charged with creating and maintaining the integrated list of condition and services and establishing benchmark rates for the Oregon Health Plan, as well as the Healthy Oregon Plan; and the Health Resource Commission, which is responsible for comparative effectiveness review for the Oregon Health Plan and the Healthy Oregon Plan. OHPR is responsible for promoting “universal access to an adequate level of high quality health care at an affordable cost” for all Oregonians.
