This employment opportunity is with Children, Adults and Families (CAF), Self-Sufficiency Program, which is part of the Department of Human Services (DHS). There is one full-time position located in Prineville and provides services to Crook, Jefferson and Deschutes counties. A union represents this position.
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
You must be a current employee (this includes regular status, trial service and limited duration employees) with the Department of Human Services to apply for this position.
QUALIFICATIONS
Two years of experience determining eligibility for a human service program (e.g. cash assistance, medical assistance, food stamps, etc.) AND
One year of experience working with an Oregon Department of Human Services, Children, Adults and Families and/or Seniors and People with Disabilities programs.

DUTIES AND RESPONSIBILITIES
Service Delivery:
Analyze branch’s statistical data. Adjust procedures to assure established program delivery standards are met. Analyze caseload growth trends; identify operational strengths and weaknesses, problems and areas of non-compliance; recommend corrective action.
Receive, analyze and process client and administrative calls and letters concerning grievances according to established DHS procedures. Analyze patterns and types of errors. Identify and assist in implementing corrective action plans to improve operations and/or case management procedures.
Regularly meet with partners to assure attendance reporting is current and updated on JAS system, problem solve and consistently support JOBS program participation and authentic dialogue between partners, staff and clients.
Meet with DHS and Community partners to develop service delivery procedures and interagency agreements.
Train and coach new staff and give performance feedback to manager.
Monitors caseload trends and works with staff to promote workload equity.
Determine eligibility and case manage conflict of interest cases and maintain up to date information on-line to provide case payments, food stamps and medical identifications cards. Use TRACS and JAS systems to gather, compile, and report information and other data as required.
Program/Policy/Procedures:
Act as a technical policy advisor to line staff on all programs. Assist staff interpreting policy by researching and answering policy questions, procedures and regulations for all programs. Participate in the development, review and evaluation of DHS policies and procedures.
Assist in facilitating branch All Staff meetings.
Facilitate branch training as well as coach on policy releases and other training deemed necessary by the staff and the District.
Participate on the Leadership Team by supporting all staff and partners in empowerment and accountability.
As a member of the Leadership Team, participate in the development of branch procedures and service delivery systems to ensure customer service excellence and timely and accurate program delivery.
As a member of the Leadership Team, model and assist staff in the use of technology to help reduce paperwork.
Act as a liaison for contractors housed both inside and outside of our offices; work to help resolve both internal and external issues.
Monitors and gives feedback to Manager on Support Service expenditures.
WORKING CONDITIONS
Work can require travel, including overnight. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
Employee has contact with a range of people including some exhibiting anger and frustration. Participants could be drug or alcohol-affected in need of treatment. Job is fast paced with a high volume of client contact, computer data entry, and paperwork.
