OPERATIONS AND POLICY ANALYST 3
(Strategic National Stockpile Coordinator/Immunization Program)

$4,089 - $5,985 MONTHLY


This employment opportunity is with the Public Health Division (PHD), which is part of the Department of Human Services (DHS).  There is one full-time opening within the Immunization Program Section in Portland.  This position is represented by the union.

QUALIFICATIONS
 
This position requires a Bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to Human Services/Public Health AND;
  • Four years professional-level evaluative, analytical and planning work related to human services/public health programs OR 
  • Any combination of experience and education equivalent to seven years related to a human services/public health program.
 
NOTE:  A background in organizational development, grant management, project planning, and experience with national, state and local emergency management philosophy and practices is desired.

DUTIES AND RESPONSIBILITIES
 
Provide leadership and expertise in the development and exercising of Oregon's Strategic National Stockpile (SNS), including integration with local public health authorities' (LPHAs)  and other agencies' planning efforts for receipt and dispensing of SNS assets. 
 
MAJOR DUTIES
 
Integrate public health preparedness planning with other state agencies as part of the state’s emergency management process.
Develop and implement a strategic plan for the Strategic National Stockpile Program. 
As primary planner for SNS, develop and maintain the state SNS plan, and review local SNS plans.
Analyze existing state and local preparedness assessments and conduct additional assessments as required.
Provide technical assistance and training about mass immunization clinic practice, procedures, and policies, to vaccine providers. 
Design and evaluate state, regional and local SNS and mass dispensing plans.
 
WORKING CONDITIONS
 
This position requires travel to make field visits of one  to five  days in duration.  You must have a valid driver's license and a good driving record.  If not, you must be able to provide an alternate method of transportation. 
 
The regular schedule is established by your supervisor, with occasional changes for work needs that would involve other hours, including weekends.
