INTRODUCTION 
 
The Oregon Department of Human Services (DHS)/ Children, Adults and Families (CAF)/Oregon Health Plan Processing Center  is seeking candidates with exceptional qualifications to be considered for ONE full-time Oregon Health Plan Processing Center Manager position located in SALEM.  This position provides supervision and directs the activities of staff who provide accurate and timely eligibility for multiple medicaid program benefits.  This position is management service and is not represented by a union. 
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.

DHS employs over 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
 
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
SCOPE OF THE POSITION
 
This positions plan, assign, review and evaluate the work of staff.
 
The major duties include:
  • Establishing performance standards.
  • Planning, assigning and reviewing the work of staff.
  • Recruiting, hiring, responding to and resolving personnel issues.
  • Responding to complaints and grievances.
  • Assuring procedures, program policies, security issues and work schedules are up to date, functional and applied according to established policies and procedures.
  • Facilitating the planning and implementation of training for staff.
  • Participating in community meetings that will directly enhance the services that are provided to clients.Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
  • Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
  • Modeling the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
 
QUALIFICATIONS
 
Five years experience in lead work/supervision, staff-technical or professional-level work.
 
This experience must have included participation in the management of a program, section, or unit including one or more of the following areas:
a) development of program rules and policies,
b) development of long-and-short range goals and plans,
c) program evaluation, or 
d) budget preparation/management.
 
A Bachelor's degree or courses in a field related to management such as Business or Public Administration; or a field related to a human service program may be substituted for up to three years of the human service experience.
 
Self-sufficiency program knowledge and experience is desired.

As necessary, early morning, evening, and/or weekend work. This position works a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment. These positions require working evening hours. The hiring manager will work with the incumbent to determine work schedule specifics.
 
Travel. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
