This employment opportunity is with Children, Adults and Families (CAF)/Self-Sufficiency Program, which is part of the Department of Human Services (DHS).  There is one permanent full-time opening located at the Self-Sufficiency office in SOUTH SALEM.  This position is represented by a union.
 
This recruitment announcement will be used to establish a list of qualified candidates to fill the current vacancy and may be used to fill future vacancies as they occur.
 
Note:  Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
 
QUALIFICATIONS
 
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to human services.
 
OR
 
Any combination of experience or education equivalent to three years experience coordinating or administering a human services related program.

DUTIES AND RESPONSIBILITIES
 
This position provides program support and assistance to Branch Manager and District Manager as needed. The primary purpose of this position is to provide coordination and liaison services to the multiple partners operating the JOBS program in the branch within the District.
 
Major Duties Include:
 
Program Review:  Facilitate communications between CAF and program service providers, insuring processes are in place and functional and keeping       CAF, provider and contractor staff informed of changes that may affect the program or communication processes.  Informally and formally reviews program delivery to determine the Quality of services and function of procedures according to local plan(s).  Completes data analysis on contract and support services costs and participation.  Initiates informal corrective action discussion and planning.  Coordinates with and assists Field Services Jobs Unit monitoring within the District.
 
Data Collection, Reporting, and Analysis:  Responsible for the collection of data on various aspects of program operations and the reporting of that data in defined formats by specific deadlines. This includes the development and refinement of spreadsheets to display data, and the collection and compilation of data from divergent sources, including PC TRACS, mainframe reports, manual reporting processes from the branch and contractor staff, and use of Dash Board data. Provide management with timely analysis of trends, performance issues and concerns reflected by the available data.
 
Program Development:  Responsible for the development and fine tuning of program components in District 3. Use program principles and component concepts developed by the Leadership and Planning groups, and coordinate and facilitate group processes with Branch, partner and community staff to assure that components meet the intent behind the original concept, and are in line with program principles. Establish and maintain collaborative working relationships with participant families, contractor staff, the general public, community resources, and other agency staff.
 
Program Representation:  Represent CAF in community settings, using current knowledge of all agency programs (JOBS, TANF, Food Stamps, Employment Related Day Care, Medicaid, OHP, etc.) to inform partners and community groups about programs and resources available to assist clients in achieving self-sufficiency, and keep them up to date on program changes. Interpret and explain the differing rules and standards for various programs and how employment and other changes in participant’s situation may affect eligibility. Maintain knowledge of agency performance measures and how these competing program demands are prioritized and how each may impact the others. Initially explore and develop contracted service resources and potential providers.  Provide assessment and evaluation tools and analysis of data, to evaluate program components and make modifications as needed. Through community outreach and other efforts identify and /or develop resources to be used by staff and partners in meeting client’s needs.
 
WORKING CONDITIONS
 
The employee’s work is conducted in offices, participants’ homes, and other program sites, such as schools, partner agencies, etc. Work can require travel, including overnight and weekends. The employee will be expected to work a flexible schedule.  Employee has contact with a range of people, including some exhibiting anger and frustration. Participants could be drug- or alcohol-affected and in need of treatment.
 
You must have a valid driver's license and an acceptable driving record.   If not, you must be able to provide an alternate method of transportation.
