This employment opportunity is with the Blue Mountain Recovery Center (BMRC), Addictions and Mental Health, which is part of the Department of Human Services (DHS). This position is represented by a union.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.

Blue Mountain Recovery Center (BMRC) provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state.
QUALIFICATIONS

Three years experience reviewing, analyzing, and interpreting information, rules and policy;

Three years experience as a trainer or work experience that included presenting information to groups;
-OR-
Possession of a Bachelor’s degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Organizational Behavior, Human Resources or related field.

DUTIES AND RESPONSIBILITIES
The Staff Development Coordinator is part of the professional interdisciplinary team that plans, coordinates, and delivers client care. This position works in collaboration to plan, deliver and evaluate the educational and training needs of the direct care and facility-wide staff and facilitate the fulfillment of those needs. Trains, evaluates, mentors, and remediates staff, and also responds to problematic or emergency situations, leading and teach staff by direction and example to ensure that client’s rights and safety are maintained at all times. Provides in-service and consultation to the facility’s community partners and county mental health departments.
Instructional Planning and Delivery – Consults with management, administration and employees regarding individual, unit or organizational problems to identify training related solutions at BMRC. Works with employees to develop individualized training programs as needed. May conduct surveys to identify training needs. Serves on the Training and Development Committee to develop and implement training plans for BMRC. Provides training and education to specific groups of employees at BMRC as requested by management, treatment team and individuals. Maintains availability to all shifts to meet training needs. Develops, facilitates and delivers selected training programs for BMRC employees in areas including: behavioral management; safety; communication and de-escalation techniques; alcohol and drug education; and group dynamics and processes. Designs selected training materials, handouts, lesion plans and audiovisual presentation materials. Develops and updates training and procedure manuals as needed. Serves as an educational and training resource for community partners as needed.
Training Evaluation – Coordinates, designs, and implements training evaluative tools to measure the effectiveness of training and employee training programs. Ensures that training records are collected and forwarded to the training department for proper record keeping.
Therapeutic Interactions – Forms therapeutic relationships with clients and provides role modeling for BMRC employees. Relates skillfully and objectively with staff and clients; maintains open communication. Enforce safety procedures and facility policies and procedures, holding staff and clients accountable for maintaining safety. Actively participate in maintaining a safe working environment, including being a member of the Safety Committee. Work collaboratively with administration, other managers, staff, and clients to maintain an environment of continuous quality improvement and growth for staff and clients. Attends training and other developmental activities as required by the facility or to meet licensure requirements. Keeps current on developments in the training and education fields to maintain a high level of knowledge and competence.
WORKING CONDITIONS
Work performed in a psychiatric hospital, serving individuals with mental illness. Daily routines can be hectic, with exposure to hostile, angry residents with the potential for violent behavior. Daily exposure to infectious diseases, biohazards, noises and contaminants.
Must have basic computer skills and be willing to learn new technologies as they are introduced into the workplace.
Work hours subject to change with little notice. May be required to work hours that exceed regular schedule, i.e., a double shift or a different shift in addition to regular schedule.
Hardy physical labor for short emergencies or long hours of exposure to extreme conditions throughout the year.
You must have a valid Oregon driver’s license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
