This employment opportunity is with Addictions and Mental Health, Oregon State Hospital, which is part of the Department of Human Services (DHS) who is seeking an innovative, collaborative candidate with exceptional qualifications to be considered for Safety Manager. There is one full-time opening at the Oregon State Hospital located in Salem.
This position is management service and is not represented by a union.

NOTE: Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
INTRODUCTION

The Oregon State Hospital (OSH) provides psychiatric evaluation, diagnosis, and treatment for mentally and emotionally ill adult specialty populations from throughout the state. Inpatient services are currently licensed at 700 hospital beds on 19 treatment units and 70 residential beds on 2 treatment units. OSH also offers community outreach services, specialized evaluations, and has a consumer support office.
SCOPE OF POSITION – Oregon State Hospital
The purpose of this position is to manage the overall safety program at Oregon State Hospital. In this capacity, this position strives to ensure a safe care environment for patients, staff and visitors by offering expertise, consultation and guidance in safety related matters to management and staff. This position also include overall supervision of the Hospital's Workers' Compensation Program. The Safety Manager provides information, consultation, direction, and expertise to management teams in the areas of occupational safety and health, industrial hygiene, environmental protection, life safety issues, ergonomics, fire safety, and management of injured workers within requirements of Oregon Workers' Compensation Law and the Oregon Safe Employment Act.
DUTIES AND RESPONSIBILITIES
The Safety Manager develops and provides oversight to the institution safety, occupational health, fire prevention, ergonomics, environmental protection, and industrial hygiene programs integrating federal, state, local, and DHS programs. Manages the budget for the Safety Office and advises mangers on purchases of safety, personal protection, fire prevention, and emergency response equipment.
Manages and supervises a Safety Specialist 2 who processes the Workers Compensation Claim Program, accident/injury/illness investigation.
Performs supervisory functions for assigning safety programs to include Life Safety, Safety, Hazard Communications and Worker’s Compensation. Directs and manages the on-going hospital-wide Safety program based on the objectives and goals of Oregon State Hospital. Directs, implements and manages new programs or protocols as needed to ensure the continued improvement in the Environment of Care. Directs, manages and evaluates the ongoing hospital collection of information about performance deficiencies and opportunities for improvement within the hospital safety program. Originates, plans or participates in the development of modification of hospital-wide and unit specific safety policies, procedures and practices. Interprets regulations, rules, standards and laws for hospital compliance and uniformity on health and safety issues.
Responds to hospital emergencies involving hazardous materials, fires, and other unsafe conditions, investigates all accidents, including near-miss accidents and injuries. Processes and manages any property loss claims. Assists with OSHA inspections and manages the OSHA Hazard Communication Program. Investigates alleged safety complaints and advises manager/supervisor on outcome. Maintains a current working knowledge regarding safety, fire, building, mechanical, environmental health, hazardous waste, communicable disease, and pertinent codes.
Has oversight of the MSDS master inventory for all hazardous substances in the workplace, providing accessibility for right-to-know compliance. Manages the Industrial Hygiene Program. Advise managers of any hazardous conditions and required corrective actions. Manages the Respiratory Protection Program. Manages the Ergonomic Assessment Program. Conducts or coordinates ergonomic evaluations of employee workstations. Determines and notifies managers/employees of corrective actions. Manages the Hearing Conservation Program. Determines work positions that require entry into the hearing conservation program. Manages the Confined Space Program. Determine location and classification of confined spaces. Develops, conducts, and/or assigns the training for confined space entry and rescue.
Manages the institutional Fire Safety Program to ensure compliance with Department policy and State Fire Marshal Program. Assists with Fire Marshal inspections. Submits annually the State Fire Marshal's Hazardous Substance survey. Informs management and supervisors of OR-DEQ requirements. Assists and coordinates Department of Health inspections.
Conducts and/or monitors inspections of employee work and institution patient work areas. Conducts periodic unscheduled inspections of employee work areas, vehicles, and equipment. Prepares reports for supervisors and/or the superintendent to include observations and measures for control and correction of hazards.
Provides information to management and other agency personnel about new/existing federal, state, and local laws and regulations concerning occupational safety and health. Develops and recommends safety-related institutional procedures to functional unit executive management team. Informs management of pertinent safety/health issues with other agencies and/or representatives. Consults and participates with functional unit emergency preparedness and response personnel to review and update emergency plans and procedures. Assists with the development of department and institution safety procedures and Oregon Administrative Rules.
Develops or provides technical safety and hygiene advice in the development of safety and industrial hygiene training and/or emergency response. Assesses functional unit safety training requirements for new work activities. Assists and/or assigns the training of Hazard Communication to supervisors and employees.
Participates in Policy Team and Implementation Team meetings and provides safety update reports at other facility meetings as required. Participates in DHS meetings, Safety Committee meetings, weekly manager meetings and outside agency meetings.

QUALIFICATIONS
To qualify for this position you must have a minimum of five years of experience in lead work, supervision, staff-technical, or professional-level work related to managing a safety and workers compensation program.
This experience must have included participation in the management of a program, section, or unit including one or more of the following areas:
- Development of program rules and policies;
- Development of long- and short-range goals and plans;
- Program evaluation; OR
- Budget preparation.

A Bachelor’s degree or equivalent course work (144 quarters or 96 semester hours) in a field related to management, such as Business or Public Administration Management, or a related field to Purchasing, Procurement, or Acquisitions and Contracts Management, may be substituted for up to three years of the required experience.
Note: Preference may be given to individuals who have experience developing, implementing, evaluating and managing an occupational safety and health program, preferably in a health care setting.
