This employment opportunity is with Children, Adults and Families (CAF) Continuous Improvement Unit, which is part of the Department of Human Services (DHS). There is one full-time opening located in Salem. The incumbent may only need to be stationed in Salem three days per week. The hiring manager will work with the incumbent to determine the alternate DHS office location (if needed). This position is management service and is not represented by a union.

Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
QUALIFICATIONS
A Bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree related to Human Services; AND four years professional-level evaluative, analytical and planning work related to a Human Services program.
OR;
Any combination of experience and education equivalent to seven years of professional-level evaluative, analytical and planning work related to a Human Services program.

DUTIES AND RESPONSIBILITIES
Support initiative sponsors and leads with respect to launching and governing initiatives. Build and manage a team roadmap, and monitor execution to it and to the underlying workplans created by the initiatives. Manage a set of project management processes designed to keep the team’s Transformation Roadmap on track.
Manage an issue identification and resolution process within the team and escalate issues formally. Manage a risk identification and mitigation planning process within the team and escalate risks formally. Make independent judgments with respect to status, issues, and risks for the team’s initiatives and share those judgments with the team’s initiative lead.
Track an overall budget (all money spent anywhere by the team on the Transformation). Work with the team’s initiative lead and the PMO to develop a Change Management strategy and plan for the Transformation specific to division/theme. Work with the team’s initiative lead and the PMO to develop a division/theme communications strategy and plan for the Transformation. Other duties as assigned.
WORKING CONDITIONS
Occasional travel, evening and weekend work. You must have a valid driver’s license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
Open office environment with cubicles and audible distractions. Work may require long periods of sitting, and training delivery or rapid process improvement facilitation requires long periods of standing. Employee will be responsible for transporting materials for Lean events. While carts are available, some equipment, materials and supplies can weigh 20 lbs each. Work environment includes high level of electronic audio/visual/computer hardware equipment. Work requires communication with individuals and/or groups including management who may be unreceptive regarding transformation efforts. Employee must be able to complete work tasks under these types of conditions and in this type of environment
