INTRODUCTION
The Oregon Department of Human Services (DHS)/Children, Adults and Families is seeking candidates with exceptional qualifications to be considered for the Oregon Department of Human Services (DHS) District Manager providing services to District 6. The chosen candidate will contribute to the department mission through administration, management, leadership, and supervision of the department's child welfare and self-sufficiency programs at the local level. This position is executive service and is not represented by a union.
DHS serves our state and the people in it. We:
- Serve seniors, people with disabilities, and people with mental illness.
- Provide protection and safety for abused and neglected children.
- Provide treatment services to people whose lives are affected by drugs and alcohol.
- Help low-income people on the road to self-sufficiency with health coverage, preparation for employment, childcare assistance, and other supports.
- Provide leadership in public health.
DHS employs over 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
SCOPE OF THE POSITION
This position contributes to the DHS mission through administration, management, leadership, and supervision of the department's child welfare and self-sufficiency programs at the local level. These positions have the authority and responsibility to assure excellence in all aspects of DHS service delivery. This is accomplished by developing, maintaining and/or expanding communities’ capacity to serve departmental customers through partnerships and advocacy, and through effective and efficient management activities which foster and preserve the public trust.
The major duties include:
- Directing and managing programs.
- Supervising staff.
- Evaluating instituting improved management practices pertaining to all DHS program administration within the District.
- Operating within established federal and state guidelines; and within approved fiscal limitations to achieve department goals.
- Providing program and service responsibility including overall quality assurance, eligibility determinations for financial, medical, food stamp, protective services and prevention programs.
- Assuring responsibility that department clients receive services in a manner that recognizes their dignity and personal choices. These positions professionally
- Representing DHS in the local community and demonstrate leadership in the development of viable and effective partnerships within the community that will benefit all DHS customers.
- Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
- Contributing to an organization culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
- Modeling the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
MINIMUM QUALIFICATIONS: Four years of management experience related to a human services program which included responsibility for each of the following:
- Development of program rules and policies,
- Long- and short-range goals and plans,
- Program evaluation, and
- Budget preparation/management.
Graduate level course work (48 quarter or 32 semester hours) in management may be substituted for one year of the required experience.
EDUCATION: Although undergraduate and graduate degrees are valued, we encourage all individuals with the desired competencies and experience to apply.

WORKING CONDITIONS
Working on a district wide basis with a diverse group of DHS staff, local government officials, private non‑profits, clients and other partners and service providers. May have to deal with frustrated or upset customers, employees or partners. May have to work with multiple partners with conflicting requirements or agendas. Much of the work is performed under pressure of time or adverse circumstances. Non‑traditional work hours.
Travel. You must have a valid driver's license and an acceptable driving record. If not, you must be able to provide an alternate method of transportation.
These positions work a professional workweek and the incumbent's flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day, week to week. The hiring manager will work with the incumbent to determine work schedule specifics.
Significant time will be spent in Salem at meetings.
Working in a virtual office will be the norm. Because of the need for so much travel and the need to constantly be meeting with partners, the person in this position often will be working outside a regular office.
