INTRODUCTION
The Oregon Department of Human Services (DHS)/ Public Health Division (PHD)/Office of Environmental Public Health/Toxicology, Assessment and Tracking Services is seeking candidates with exceptional qualifications to be considered for the full-time Program Manager, Health Assessment and Consultation Services/Principal Executive Manager D located in Portland. This position will oversee and coordinate the development and implementation of a system to combine existing data from multiple resources. This position is management service and is not represented by a union.

DHS employs approximately 10,000 people, in more than 160 locations around the state, and delivers services through, and in coordination with, many community partners.
SCOPE OF THE POSITION
The Program Manager for Health Assessment and Consultation Services will supervise the work of program staff including Natural Resources Specialists, Toxicologists, Environmental Health Specialists, Epidemiologist, Health Educator and clerical staff. The major duties include:
- Establishes program priorities and directs the implementation of the grant work plan.
- Develops and maintains key relationships with other DHS programs, other state agencies, local health departments and other partners to facilitate the access of data.
- Supervise program staff including establishing objectives and tracking progress.
- Coordinating with others to identify and prioritize environmental priorities and needs for the various geographic regions and populations.Promoting an organizational culture that calls for high standards of performance, values diversity, and aligns employees with the Department’s mission and values.
- Contributing to an organizational culture that actively models the 5 DHS Core Values of Integrity, Stewardship, Responsibility, Respect, and Professionalism.
- Modeling the 8 DHS Management Competencies of Planning and Achieving Results, Communication, Customer Service, Resource Management, Teamwork, Leadership, Cultural Competence, and Managing People.
Please be aware that due to the economic downturn and subsequent state budget short-fall the Governor has ordered mandatory furloughs for employees. This position will be required to take furloughs in the biennium 2009-2011.
MINIMUM QUALIFICATIONS
Six years of experience in supervision, staff-technical, or professional-level work related to a public health program.
This experience must have included at least two years of supervision and management of a program section, or unit related to a public health program which included: a) development of program rules and policies, b) development of long- and short-range goals and plans, c) program evaluation, and d) budget preparation.
A Bachelor's degree or equivalent course work (144 quarter or 96 semester hours) in a field related to management, such as Business or Public Administration, or a field related to the program of the employing agency, may be substituted for up to three years of the required experience, but will not substitute for the two years of specialized experience.

WORKING CONDITIONS

This position works a professional workweek and the employee’s flexibility to this work schedule is considered a condition of employment. It is understood that the hours of work may vary from day to day and week to week. The hiring manager will work with the position incumbent to determine work schedule specifics.
